MINUTES <br />CITY COUNCIL <br />MAY27,2015 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2015 The City Administrator noted that the City has been planning for the <br />IMPROVEMENTS improvement of Centerville Road, Country Drive, and South Owasso <br />Blvd. in 2015. City staff is now recommending that these projects be <br />delayed until 2016. The Administrator reported that the reason for the <br />delay is the amount of time it has taken to get approvals from Ramsey <br />County on the Centerville Road project as well as from MN DOT for State <br />Aid funding for this project. He noted that at this point these projects <br />would get into the bidding market late negatively affecting the bids. <br />Additional rationale for the delay include the impact that the Centerville <br />Road improvement would have on Canadian Days and the difficulties the <br />City Engineer has had getting Xcel Energy to commit to dates for the <br />relocation of power poles. The Administrator also felt that the City can <br />achieve an economy of scale in keeping these three projects together. <br />The Administrator stated that the plan would be to go out for bids on these <br />projects in January of 2016. This will keep the projects within the one <br />year timeline so that another improvement hearing is not necessary on <br />each of these projects. The projects would then commence as soon as <br />possible in the spring weather permitting. <br />The Administrator reported that he has a signed agreement with Ramsey <br />County for the Centerville Road project. There is one change in the <br />agreement in that the reference to 2015 construction has been deleted. <br />The Administrator noted that the County is still agreeing to reimburse the <br />City for project costs in 2017 even though the project is being delayed a <br />year to 2016. The Administrator reported that the plan is that the City will <br />issue bonds for this project and then pay them off in 2017. If the County <br />is late in reimbursing the City and temporary bonds must be issued, the <br />County will have to pay those costs. <br />The Administrator reported that initial project estimates for Centerville <br />Road were $3 million with the County paying $2.2 million and the City <br />$800,000. The revised estimate is $3.4 million with the County paying <br />$2.85 million and the City $550,000. The Administrator noted that if the <br />estimates hold true, there will be lower assessments to property owners. <br />Keis indicated that he would have liked to see the City proceed with the <br />Country Drive and South Owasso Blvd. improvements rather than delay <br />them.
