3. The building has been moved outside of the sanitary sewer easement. We <br />still recommend rim and invert information be shown regarding the depth of <br />the existing sanitary sewer on the east side of the proposed building. The <br />building foundation should be designed to allow excavation of the sanitary <br />sewer in the future in case replacement is ever needed. <br />4. It may be beneficial to move the hydrant that is shown on the north end of the <br />building to the east side of the garage driveway to provide more direct access <br />to the hydrant for the back of the building. The fire chief should be consulted <br />for the final hydrant locations, <br />5. We would also recommend that the water main be connected into the main <br />on Country Drive to provide a looped service through the property. <br />Preliminary Plat <br />1. We have not reviewed the preliminary plat, but our comments from the April <br />3rd memo to the Planning Commission should be addressed, <br />Drainage Calculations <br />1. The drainage calculations have been provided for the existing and proposed <br />conditions. The existing conditions should be revised to reflect the Rice <br />Street drainage that enters the site so that a comparison can be made to the <br />proposed conditions where it has been added in. One of the conditions for <br />approval will be based on the proposed run-off rate being equal to or lower <br />than the existing runoff rate. <br />2. There appears to be some discrepancies between the existing and proposed <br />soil types. They should be revised to be consistent, <br />3. The proposed drainage area for the three proposed sub -catchments totals an <br />area of 176,930 square feet. The existing drainage area is noted as 188,348 <br />square feet. These two areas should match. <br />4, The time of concentrations contained in the calculations seem to be lower <br />than what would be expected given the size of the sub -catchments. In <br />addition, the time of concentration is exactly the same for all of the <br />subcatchments in the proposed conditions including the Rice Street <br />subcatchment. The routes utilized to determine these values should be <br />provided on the drainage map so that they can be verified. The time of <br />concentration noted for P3 is zero. Please document the reasoning behind <br />this number given the fact that there is some grass area Included and a large <br />roof. <br />General Comments <br />1. The proposed trail is shown within a drainage and utility easement. For the <br />public to use the trail, a specific trail easement will need to be dedicated.
