MINUTES <br />INFILTRATION/ <br />RATE CONTROL <br />POND—PIONEER <br />PARK <br />MINUTES OF THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br />June 4, 2015 <br />Pursuant to due call and notice thereof a regular meeting of the Parks & <br />Recreation Commission of the City of Little Canada, Minnesota, was held on <br />the 4th day of June, 2015, in the Council Chambers of the City Center <br />located at 515 Little Canada Road East in said city. <br />Chairperson Dave Miller called the meeting to order at 6:30 p.m. and the <br />following members of the commission were present: <br />MEMBERS PRESENT: <br />ABSENT: <br />ALSO PRESENT: <br />Ms. Sharen Darling <br />Ms. Linda Fahey <br />Mr. Tom Maida <br />Mr. Dave Miller <br />Ms. Patti Sullivan <br />Mr. Kong Vang <br />Mr. Lee Elfering City Engineer <br />Mr. Bill Sanders, Parks Consultant <br />Ms. Anna Leibel, Recording Secretary <br />The Commission unanimously approved the minutes of the May 7, 2015 <br />meeting. <br />Miller invited Lee Elfering to come up and talk about the proposed <br />infiltration/rate control pond. Elfering is the City Engineer. He has worked at <br />the City since 1999 and became the City Engineer in 2001. The Commission <br />began by talking about the swale south of the bridge at Pioneer Park. This <br />project was just completed and the commission had toured it before the <br />meeting. The swale was constructed to quickly remove rain water from the <br />ball fields where it could drain into the swale and then eventually through the <br />discharge pipe located on the North side of the North Pond. The wooded area <br />that used to be where the swale is located was removed. After the swale was <br />finished, the area was seeded for grass. As the swale gets closer to the pond, a <br />wetland mixture was seeded. The City Engineer reported the land may need <br />to be reseeded later this fall. Sanders asked if the old drain tile was used for <br />the swale. The City Engineer reported new drain tile was put in place to help <br />dry the swale out; although, he said the swale will most likely never be <br />completely dry. <br />Sanders was concerned the aesthetics between the North and South ponding <br />areas was inconsistent. He believes there should be more trees and shrubbery <br />on the South side to match the North side. The City Engineer said the city <br />had been between two bids and they decided to go with the lower bid to save <br />1 <br />
