MINUTES <br />PARKS & RECREATION COMMISSION <br />June 4, 2015 <br />money, but the lower bid had no aesthetic features. Miller and Sanders noted <br />this was definitely something that should be further discussed. <br />Sanders asked about the drainage throughout Pioneer Park. The City <br />Engineer said all of the water drains into the North and South Ponds. Once <br />the ponds are filled, the water drains through a pipe that runs down Desoto <br />and drains into Patrina Pond Systems. Sanders asked how deep the swale <br />was. The City Engineer said the swales max depth is 3 or 4 feet. Sanders <br />asked if there were ever any flooding issues at the surrounding townhomes. <br />The City Engineer said there is a small swale located near the townhomes <br />that water can drain into, but ultimately runs into the same pipeline that the <br />other water runs through. He also mentioned the water probably drains <br />slower than homeowners would like, but doesn't know of any flooding <br />problems. <br />After discussing the swale, the proposed Infiltration/Rate Control Pond was <br />discussed. The City Engineer explained this pond is for the proposed water <br />drainage at the Northwest corner of Pioneer Park. Currently, Centerville <br />Road is in poor condition and needs to be redone. Since it is a county road, <br />the city asked the county to have it fixed. The city will have the work done, <br />and then be reimbursed by the county once it is finished. The city has just <br />postponed this project until next year's construction season because they felt <br />there wouldn't be enough time to finish it before Canadian Days or this <br />winter. There is a need to move many of the power lines along Centerville <br />Road, and they can't be moved until late August. The City Engineer further <br />explained this construction project is also complicated because the road has <br />to be moved to the West so a sidewalk can connect Spooner Park to Pioneer <br />Park on the East. With this construction, there has to be a spot to treat the rain <br />water according to Watershed rules and City ordinances. The rain water <br />cannot drain directly into the MNDOT right-of-way because that would <br />increase the drainage rate which the city is not allowed to do. By creating the <br />Infiltration/Rate Control Pond the city can regulate the water and hold it until <br />it can be drained at the allowed rate. <br />The City Engineer said drain tile will be used to drain the pond quickly <br />because the soil in that area wouldn't be good for rapid drainage and <br />filtration. Sanders asked if the pond's drain tile would also drain the North <br />end of the park. The City Engineer said currently it would not, but in the <br />future it could be changed to allow water from the park as well. Sanders was <br />also concerned about the aesthetics of this project since so many trees will <br />have to be removed from the current wooded area. Sanders asked the City <br />Engineer if the trees would suffice for proper filtration because they can soak <br />up so much water. He explained that each tree can soak up over 100 gallons. <br />The City Engineer said this would be a bad idea because the trees would <br />eventually die from so much rain. He used the pond east of 694 and Rice <br />Street as an example. There used to be many trees in this area that were left <br />standing, but now they have died and fallen. Maida asked how large the <br />buffer would be surrounding the pond. The City Engineer said he included a <br />2 <br />
