MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 2007 <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-9-224 -DECLARE COST TO BE RE- <br />ASSESSED AS RECOMMENDED BY THE CITY ENGINEER AND <br />ORDER PREPARATION OF PROPOSED ASSESSMENT FOR <br />IMPROVEMENT NO. 2004-12, COUNTYROAD B-2 EAST (FOUR <br />TOWNHOMES ONLY), AND CALL FOR A HEARING ON <br />PROPOSED RE ASSESSMENT FOR TUESDAY, OCTOBER 23, 2007 <br />AT 6:30 P.M. <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ASSESSMENT The City Administrator reported that as part of the Settlement Agreement <br />HEARING - with Dayspring Development, unpaid development costs would be <br />UNPAID against Dayspring's lots in The Preserve. The total unpaid balance at this <br />DEVELOPMENT point is $29,720.53. <br />COSTS - <br />THE PRESERVE Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2007-9-225 -CALL FOR A HEARING ON THE <br />ASSESSMENT OF UNPAID DEVELOPMENT COSTS FOR THE <br />PRESERVE FOR TUESDAY, OCTOBER 23, 2007AT 7:45 P.M. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CAPITOL The City Administrator reported that as part of the establishment of a <br />VIEW renewal and redevelopment TIF District relative to the St. Jude Medical <br />AGREEMENT development, it is necessary that the interior of the Capitol View property <br />FOR INTERIOR be inspected. The Administrator reported that in order for a property to <br />INSPECTION meet the substandard test needed for this type of TIF District, it would <br />have to cost more than 50% of the value of the building to bring it up to <br />current Code requirements. This is typically not a difficult test to meet <br />when a building is over 15 years old. The Administrator reported that <br />other properties included in this District would be the bakery property and <br />four mobilehomes abutting County Road B-2. These properties have <br />already been inspected. <br />The Administrator reported that in order to be allowed access into the <br />Capitol View building, School District 916 is asking that the City enter <br />into an agreement relative to the interior inspection. The School District is <br />
