MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Stanke expressed concern with A.4. under Interim Uses, noting that his <br />building is subdivided into thirds, and he has no one user that occupies <br />40% of the building area. He stated that several other Ryan Industrial <br />Park property owners have the same situation. Blesener suggested that a <br />compromise would be that the amount of outdoor storage a business <br />would be allowed would be equal to the amount of building space that <br />business occupies. Council agreed. <br />Stanke noted that some property owners may have an 80,000 square foot <br />lot, but a 10,000 square foot building. He felt that limiting outdoor storage <br />to the same square footage as the building footprint was too restrictive. <br />Stanke indicated that property taxes keep going up and property owners <br />need to generate income from their properties. <br />There was additional discussion on how to define equipment versus <br />materials versus car parts. Pechmann felt it was a reasonableness issue. <br />Dave Sandburg of R & S Auto pointed out that what is one person's junk <br />is another's treasure. The City Administrator asked if the City cared what <br />is being stored in a fenced and screened outdoor storage area. Blesener <br />pointed out the situation that the City is in with the outdoor storage on the <br />Valor property. The City Administrator felt there would not have been an <br />issue if the outdoor storage area was limited to 7,000 square feet, which is <br />equal to the building size. <br />Keis noted that if inoperable vehicles are to be stored outdoors, they <br />would have to be stored under an IUP since a CUP for a Motor Vehicles <br />Sales lot requires that vehicles displayed for sale be operable and licenses. <br />Duray felt that any equipment or materials stored outdoors must be related <br />to the operation of the business. The Planner stated that it is a requirement <br />that the outdoor storage must be an accessory use to the business. The <br />Code Enforcement Officer indicated that some business owners have a <br />hobby that generates outdoor storage, such as a boat or RV. Stanke <br />agreed, and noted that some people are renting outdoor storage space just <br />to store for their hobby. Stanke noted that this type of storage is not <br />generally wanted in residential areas. <br />The City Administrator indicated that most of the existing CUP's in Ryan <br />Industrial Park are very specific, indicating what is being stored and <br />where. Montour suggested that the City only allow outdoor storage by <br />IUP and then specify the square footage of storage allowed and require <br />screening, rather than get into specifics. Montour suggested that as long <br />as outdoor storage is restricted to a specific amount, is screened, and is not <br />hazardous materials, the City should not care what is being stored. <br />4 <br />
