MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Blesener pointed out that an IUP would be specific to the business, and <br />would have to be issued to each new business with outdoor storage needs. <br />The Planner noted A.6. which requires outdoor storage to be stored in an <br />orderly fashion with vehicular access to all materials and equipment. He <br />noted that A.7. required that outdoor storage not exceed ten feet in height. <br />The Planner suggested that this height be reduced to eight feet, which <br />would be the height of a screening fence, except for construction <br />equipment, trailers, and vehicles. A.1 I. was reviewed and it was noted <br />that the provision for paving with other material as approved by the City is <br />to accommodate businesses with track equipment. The City Administrator <br />also noted that Class V has been allowed for paving outdoor storage areas <br />in Ryan Industrial Park given the soil conditions in the park. <br />Item A.13. was reviewed and the Planner noted that there are two levels <br />for allowed outdoor storage. One is the IUP which would run with the <br />property, and the other is an Outdoor Storage License which would run <br />with the user. As a result, property owners would be able to obtain an IUP <br />for outdoor storage on their property and each individual tenant would <br />then need an Outdoor Storage License in order to utilize the outdoor <br />storage area. <br />The Planner then reviewed the Building Requirments section, specifically <br />building materials allowed. Blesener asked if the issue of building <br />materials should be revisited given the soil tests that were recently done on <br />the Valor property. Allan noted that it is now possible to attach EIFS to a <br />metal building. Stanke noted the upgrades that Dave Rustad made to his <br />building on Park Street, completely recovering the building with a stucco <br />product. <br />The Code Enforcement Officer raised the issue of allowing minor auto <br />repair in the I-1 District. The City Planner noted that major auto repair is <br />allowed as a Conditional Use. Minor auto repair has not been allowed <br />given the retail component that typically goes along with minor auto <br />repair. The Council was agreeable to adding minor auto repair. <br />Stanke submitted to the Council a letter dated September 24, 2007 in <br />which he requested that the moratorium on outdoor storage be extended to <br />give him time to discuss the issue with other owners in Ryan Industrial <br />Park to obtain their input. Stanke also asked that the City review the PUD <br />Zoning on the first two properties along Ryan Drive and consider a <br />rezoning of these properties to I-1. Stanke suggested that another <br />workshop of the Council be held in approximately 60 days to meet with <br />the Ryan Industrial Park property owners on this issue. <br />
