MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Gores indicated that the second concept plan that was submitted by Lauren <br />Development was a reasonable plan. He noted that that plan could <br />accommodate connecting streets to the east and west. <br />Gores stated that in questioning what the hardship was to allow fora cul- <br />de-sac longer than 500 feet, no one wanted to answer his question. Gores <br />felt that allowing the cul-de-sac to be longer than 500 feet was a violation <br />of the City's own rules. <br />Gores felt that from the discussion this evening it was obvious that the <br />developer will be clear cutting trees. He noted that some of these trees are <br />100 to 150 years old. Gores also indicated that the developer's wetland <br />delineation has not been reviewed by the State Board of Water and Soil <br />Conservation. Gores also noted that the developer's own delineators <br />commented on the dry conditions. Gores reported that the adjacent <br />property owners have asked to be involved in the process with the <br />Watershed. Gores stated that he stands by the objections to this <br />Preliminary Plat that he made at the Planning Commission meeting. <br />Jolene Gores indicated that the State Board of Water and Soil <br />Conservation indicated that it was unusual to do a wetland delineation <br />during such a dry time. <br />Blesener indicated that the Watershed District has confirmed the wetland <br />delineation that was done. Jolene Gores indicated that the delineation did <br />not include the properties to the south. Blesener noted that the Watershed <br />District has delineated that area. <br />Jolene Gores indicated that the Minnesota Historical Society is looking <br />into the artifacts that have been found in the area. Blesener noted that Mr. <br />Himmelbach stated that he found these artifacts 22 years ago and there has <br />been no follow up since that time. John Gores indicated that Mr. <br />Himmelbach contacted the wrong agency about the artifacts. <br />Gores asked if Lauren Development would be clearing the Maplewood <br />portion of the property prior to development approval from the City of <br />Maplewood. Soby replied that they would not do any clearing until they <br />were ready to develop other than access points for soil borings. <br />Jolene Gores again commented on the necessity that the State Board of <br />Water & Soil Conservation review the delineation that Lauren <br />Development has had done. <br />Bill Schorn, LaBore Road, reported that he has appeared before the <br />Council in the past on Variance requests, and the City has made no <br />exceptions in the need for Variances to be processed as well as in the need <br />14 <br />
