MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Keis felt that it was preferable for the development of the LaBore Road <br />area with connecting streets rather than having several cul-de-sacs coming <br />in from LaBore Road. <br />Benshoof reported that he believes in street connectivity. However, in this <br />case there are no assurances that the street connections can be made. <br />Blesener pointed out that when the City develops a thoroughfare plan for <br />an area, there are no assurances that the streets will be built. However, the <br />City has approved temporary cul-de-sacs in the past, and the future <br />connections were made. <br />The City Administrator asked if Mr. Benshoof was saying that a cul-de- <br />sac of 1,050 feet in length was unsafe. Benshoof replied that it is less safe <br />than a cul-de-sac of 500 feet. <br />The City Administrator noted that from the research he has done cul-de- <br />sac limitations came about because of water system constraints in the <br />1930's. The Administrator asked if fire fighting access issues are taken <br />out of the equation, would average daily hips from 16 single-family lots <br />make the cul-de-sac unsafe. <br />Benshoof stated that he would look at alternatives to the 1,050 cul-de-sac <br />length proposed. <br />The Administrator asked what Benshoof felt was an appropriate maximum <br />cul-de-sac length. Benshoof reported that four of the neighboring <br />communities limit cul-de-sac length to 500 feet, one is at 600 feet and one <br />is at 1,000 feet. Therefore, the strong majority of neighboring <br />communities limit cul-de-sacs to a 500-foot maximum. <br />John and Jolene Gores, 2870 Arcade Street, appeared before the Council. <br />John Gores informed the Council that he objects to any <br />mischaracterizations of his testimony at the Planning Commission <br />meeting. Gores claimed that the minutes are not accurate. Gores also <br />reported that the plan for Richie Place that was included in the Public <br />Hearing Notice he received is different from the plan that was introduced <br />at the Planning Commission meeting. <br />Gores objected to the City Attorney's interpretation that a temporary cul- <br />de-sac was exempted from the 500-foot length limitation in the Code for <br />maximum cul-de-sac length. Gores' opinion was that all cul-de-sacs must <br />comply with that maximum length limitation. He noted that at the concept <br />stage review he questioned what the hardship would be to allow for a <br />longer cul-de-sac. <br />13 <br />
