MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />mature woods as well as ponds. Surface parking is planned for the <br />project. <br />Brendelin noted that additional landscaping will be added to buffer the <br />Cobblestone Village property. The landscaping will include a buffer of <br />conifers and over story deciduous trees. He also noted that lighting of the <br />St. Jude facility will not impact Cobblestone Village. <br />Allan noted the comment at the Planning Commission that St. Jude may <br />not proceed with Phase II for 15 years. Brendelin reported that it could be <br />5 years. It will be depending on business needs. Allan asked if the trees <br />that will be added will be large enough so that they will get a good start by <br />the time Phase II is begun. Brendelin reported that the trees will be large <br />and will have at least 5 years to mature. <br />Blesener asked about the surface parking and whether or not a second <br />level would be added. Brendelin reported that the elevation at County <br />Road B-2 is 958. The parking will consist of three tiers and will step <br />down with the natural topography. The parking will not be ramped with <br />the first phase, but will be with the second phase. The ramp will be a <br />walk-out level on the south and at surface level on County Road B-2. <br />Blesener stated that it appeared that the parking will be two feet below <br />road level along County Road B-2 and will be screened with vegetation. <br />Brendelin replied that that was correct. <br />The City Engineer indicated that the water system on this side of the City <br />does not have a lot of large mains, and water pressure is low. In order to <br />provide for adequate fire flow and use, there are two options. One would <br />be to increase the amount of trunk main in this side of the City. The other <br />would be to construct a second water tower. The Engineer indicated that <br />options are being explored at this time. The Engineer noted that the City <br />Council approved the completion of the City's water system model <br />recently, and this is helping in evaluating what will need to be done to <br />provide for an adequate water system in this part of town. <br />Blesener suggested that in the planning of the Phase II building it may be <br />possible to create more distance between the building and the Cobblestone <br />Village complex. <br />Montour asked about preliminary plat approval. The City Planner <br />indicated that the preliminary plat is creating the lots necessary for the <br />phased project. He noted that Phase II will require a Development Stage <br />PUD review, and the City will have the opportunity to do additional <br />reviews of the project at that time. He noted that the Phase II building is <br />not designed as yet. <br />
