MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Brendelin reported that it is St. Jude's intent to comply with all the <br />recommendations of the City Planner and City Engineer. <br />Blesener asked if there was anyone from the general public wishing to <br />comment on this matter. <br />Clara Neis, Cobblestone Village, asked about the water tower discussion <br />stating that this is the first time she has heard this. Blesener indicated that <br />the City Council just learned of the potential need for a second water <br />tower. Neis agreed that they have problems with water pressure in this <br />area. Keis noted that the second water tower is one of the options that are <br />being considered at this time. No decision has been made. <br />Neis expressed concern that the Phase II building is very close to <br />Cobblestone Village, noting about a 40 foot setback from the property <br />line, plus an additiona130 feet from the closest townhome and the fact that <br />the building will be very large. Brendelin indicated that additional trees <br />will be added to the buffer. Blesener noted that the elevation of the <br />Cobblestone Village property is higher at about 940. The result is that the <br />Phase II building may be about 20 feet higher than the closest townhome. <br />Blesener again suggested that since the building is not yet planned, St. <br />Jude should consider options such as notching the building or moving it <br />further from the property line. <br />The City Administrator indicated that creation of the TIF District is <br />scheduled for consideration at the Council's October 10`" meeting. He <br />indicated that given the issues of the watermain and utilities, the TIF <br />program could be somewhat altered. <br />The City Planner submitted written findings of fact that support no <br />negative environmental impacts resulting from the St. Jude project. <br />Blesener noted that the Metropolitan Council is reviewing the City's <br />Comprehensive Plan Amendment relative to the St. Jude project. The <br />Planner indicated that the process has begun, and the Met Council is <br />waiting for comments from surrounding communities in order to complete <br />their review. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />4 <br />
