MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />PRELIMINARY Mayor Blesener opened the Public Hearing to consider the Preliminary <br />PLAT - Plat for Richie Place consisting of a total of sixteen (16) single-family <br />RICHIE lots, thirteen (13) of which are located within Little Canada proposed by <br />PLACE Lauren & Company. The property in question is located at 2966 LaBore <br />Road. Blesener noted that the Planning Commission recommended <br />approval of the Preliminary Plat subject to compliance with the <br />recommendations of the City Planner and the City Engineer, and <br />requesting that the City Attorney comment on the issue of whether or not a <br />Variance is needed for cul-de-sac length, and that the City Engineer <br />comment on the feasibility of development toward the west. <br />The City Planner reviewed the Lauren Development proposed Preliminary <br />Plat of Richie Place, a 16-unit residential development with 3 of the <br />proposed lots located in Maplewood. He noted that the site consists of <br />7.71 acres in area and is zoned Single-Family Residential (R-1). The <br />Planner noted that the density proposed is consistent with low density <br />residential development. The use appears to be consistent with the City's <br />Comprehensive Plan. The Planner recommended approval of the <br />Preliminary Plat subject to the following conditions: <br />Provision of a landscaping plan illustrating full landscape <br />treatment for the ponding areas. <br />2. Provision of a plan and process detailing tree replacement <br />requirements for the remainder of the subdivision. <br />3. Final resolution of service jurisdiction for the three potential lots in <br />Maplewood. <br />4. Comments by the City Engineer. <br />The Planner noted the Planning Commission's request that the City <br />Attorney comment on the issue of the temporary cul-de-sac and whether <br />or not a Variance would be required given the proposed temporary cul-de- <br />sac is a little over 1,000 feet in length. The Planner noted that while the <br />City Code limits permanent cul-de-sacs to 500 feet in length, the Code <br />also required that streets be designed to provide access, both for street and <br />utilities, to surrounding properties. The Richie Place plat does that. The <br />Planner noted that while the City does not have specific development <br />plans for the properties adjacent to Richie Place, it is prudent to plan for <br />this future development. The Planner noted that the Richie Place <br />preliminary plat extends the street to the southwest boundary of the Richie <br />property as well as provides a street stub for future road extension to the <br />east. The City Planner indicated that it is his opinion that a Variance is not <br />necessary for cul-de-sac length in this case, given this is a temporary cul- <br />de-sac that will be extended with a through street in the future.
