MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />there are no development plans for the adjacent properties at this time, but <br />the Subdivision Ordinance requires the provision for access to adjacent <br />properties. <br />The City Attorney reviewed his letter dated September 19, 2007 <br />addressing the issue of the Variance. The Attorney noted that there are <br />cul-de-sacs in the City over 500 feet in length that were designed and <br />planned as temporary cul-de-sacs. The City Attorney agreed with the <br />opinion of the City Planner that a Variance is not necessary for a <br />temporary cul-de-sac. <br />Blesener asked about comments made at the Planning Commission <br />meeting that there would never be development to the west. The City <br />Engineer reviewed his March 1, 2004 report which was based on <br />topographical information from the County as well as aerial wetland <br />information. The Engineer indicated that recent wetland delineation <br />information actually pulls back the wetland edge further from Labore <br />Road. <br />The Engineer indicated that the 2004 report says that it does not appear <br />that the extension of a road from the Richie property through to Arcade <br />Street would be feasible as shown on a proposed thoroughfare plan that <br />was being considered at the time. The Engineer noted that he proposed <br />the extension of a cul-de-sac from the Richie property to the west similar <br />to what Lauren Development is showing in concept future development <br />plans. The Engineer also noted his 2004 report also shows a potential <br />easterly extension to Bearn Avenue, again similar to what Lauren <br />Development has shown. The Engineer pointed out that there is a fair <br />amount of traffic into the Beam Avenue area, and suggested that the future <br />connection of the temporary cul-de-sac on Richie Place into the Beam <br />Avenue area would be beneficial and eliminate dead end street in both <br />Little Canada and Maplewood. The Engineer stated that while the <br />connection to Beam Avenue is feasible, he is not confident that the Richie <br />Place cul-de-sac could be brought out to Arcade Street due to the grade in <br />this area. However, it would be possible to extend the cul-de-sac further <br />west providing development potential for some of the adjacent lots. <br />Blesener suggested that extending the temporary cul-de-sac as far as the <br />Fahey property would likely be feasible. The City Engineer agreed. <br />Blesener noted that it will be up to the adjacent landowners to propose the <br />extension of the street to develop their property. <br />The City Administrator noted that the 2004 report was based on the <br />Watershed's estimation of the wetland boundary using aerial photography <br />and contours. Since that time the wetland boundary has been based on an <br />actual delineation undertaken by Watershed staff this summer. The <br />
