MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Administrator pointed out, however, that there are grade issues that would <br />still have to be dealt with. The Administrator indicated that a road <br />extension into the Beam Avenue area will likely need some wetland <br />mitigation, which is feasible. The Administrator also noted the need for <br />bringing utilities into the area, with sewer likely coming from Maplewood <br />and watermain from Little Canada. These issues are being explored. <br />It was noted that the properties to the east of Richie Place which would <br />involve the extension of the temporary cul-de-sac to Beam Avenue are the <br />Himmelbach, Scully, and Battista properties. <br />Blesener noted that the City Council is addressing the preliminary plat for <br />13 lots proposed in Little Canada. The City of Maplewood will address <br />the 3 lots proposed in that City. The Planner replied that that was correct. <br />He indicated that he has had some discussions on his plat with Maplewood <br />planning staff. <br />Phil Soby, Lauren Development, appeared before the Council and <br />reviewed the proposed Preliminary Plat for Richie Place. He reported that <br />he has had some discussion with the City of Maplewood at staff level <br />about detaching the three lot area from Maplewood and annexing it to <br />Little Canada. However, this is just discussion at this point. Soby <br />reported that Lauren Development would like to proceed with the <br />Preliminary Plat for the 13 lots in Little Canada at this time. The 3 other <br />lots will be handled in a separate plat. <br />Soby reported that at the concept level there was discussion relating to <br />wetlands, run-off onto adjacent properties particularly the Gores property, <br />and cul-de-sac length. There was also the recommendation that potential <br />future road access to both the east and west properties be provided for. <br />Soby reported that it is his opinion that the road connections proposed as <br />part of the Preliminary Plat are in the best possible location for the <br />neighboring properties. <br />Soby reviewed a revised layout of the Richie Place Preliminary Plat which <br />was modified in response to the City Engineer's comments. He noted that <br />the primary modifications combine the two ponds that were proposed and <br />locate the pond to the north of the end of the street. Soby indicated that <br />the grading and drainage for the development will reduce the amount of <br />run-off from this property, particularly towards the Gores property. Soby <br />indicated that the Gores have a drainage problem cun•ently, and while the <br />development of the Richie property will not eliminate their problem, it <br />will help them. <br />Blesener asked about Watershed review of the development. The City <br />Engineer reported that the plat meets the Watershed's requirements. One <br />8 <br />
