MINUTES <br />CITY COUNCIL <br />DECEMBER 3, 2007 <br />Stanke felt that the City could have set the example for the Park by <br />purchasing the Valor property and constructing a Public Works garage. <br />Stanke stated that this should have been done regardless of the bad soils in <br />the park. He noted that there is a lot of fly ash in the Park, and expensive <br />soil corrections would be needed to build more substantial buildings. <br />Stanke felt that allowing outdoor storage by IUP will negatively impact <br />property values. Stanke pointed out that these properties and businesses <br />are retirement assets for the owners in the Park. <br />Blesener noted that most of the properties already have CUPs, and pointed <br />out that these do not go away unless they are discontinued by the property <br />owner. Blesener indicated that the discussion has been that if changes are <br />proposed for a particular property, outdoor storage would be changed to an <br />interim use rather than a conditional use. <br />Stanke indicated that an IUP for outdoor storage will limit who owners <br />can sell their property to. <br />Blesener noted the outdoor storage CUP for the McGough property, <br />pointing out that the City gets no tax value from this property. Blesener <br />also pointed out the amount of City resources that go toward enforcing <br />outdoor storage violations. <br />Stanke noted that he has been an owner in the Park for many years, and <br />that the City could not approve the various buildings fast enough as they <br />were proposed in the early 1980's. Stanke felt that the City was anti- <br />business. Blesener disagreed and noted some of the growing businesses in <br />Little Canada. Blesener stated That the City wants to see improvements in <br />Ryan Industrial Park that will match some of the other property <br />improvements that are occurring in the City. <br />Tim Birch, 3100 Spruce Street, asked the Council what they would like to <br />see in the Park. Birch suggested that rather than change the Zoning Code, <br />the City should enforce what it has. Birch felt the result would be what <br />the City is looking for. <br />Blesener pointed out the junk vehicles, trailers, and other debris being <br />stored on Ryan Industrial Park properties. Blesener also noted that the <br />City cannot wholesale allow storage behind fences since there is the need <br />to maintain emergency vehicle access to buildings. Blesener pointed out <br />that the properties have to meet fire codes. Blesener indicated that in <br />addition to cleaning up the outdoor storage problems, the City would like <br />to see building improvements similar to what Dave Rustad did with his <br />building on Park Street.
