MINUTES <br />CITY COUNCIL <br />DECEMBER 3, 2007 <br />Birch questioned the rezoning of the entire Park when the City has issues <br />with 4 to 7 properties. Blesener stated that the City is not considering <br />rezoning the Park, but rather tightening some of the coning standards. <br />Birch again suggested that the City enforce the standards it has feeling that <br />this will resolve the issues of concern. <br />McGraw pointed out that another problem is the outdoor storage that is <br />occui•~•ing from businesses that have no space within the building. <br />McGraw noted that few metropolitan cities allow outdoor storage, and it <br />seems that Little Canada has become a dumping ground for this storage. <br />One property owner asked what is wrong with outdoor storage. Blesener <br />noted the junk vehicles and other debris that piles up on some of the <br />properties. He noted that the junk also creeps to the fronts and sides of the <br />building becoming more visible. Blesener pointed out that when a <br />property is full of outdoor storage it is difficult to for emergency vehicle <br />access. He also noted that business owners allow friends and relatives to <br />store RVs and other items on their properties. Blesener noted equipment <br />being stored by Jacobson Excavating on one site that appears to be <br />inoperable and should be disposed of. <br />Keis felt there would not be a problem if property owners handled their <br />outdoor storage properly and equipment was moved in and out of a site as <br />it is being used. However, there are items that have sat in the same place <br />for the past 4 or 5 years and has not moved. Keis indicated that the City <br />wants to get the park cleaned up and landscaped re-established. He <br />indicated that property owners need to maintain their proper-fy. <br />Lee Rossow noted that 6 or 7 years ago then Council Member Scalze <br />suggested that he had outgrown his property. He found a new location and <br />his business has continued to expand. Rossow felt this was part of the <br />problem with some of the businesses in the Park. Businesses start out <br />small and grow. Rossow felt Ryan Industrial Park was a great location to <br />launch a business. <br />Dick Belland, Belland Auto Repair, expressed concern about City requests <br />related to fencing and trees on his property. He indicated that he has <br />nothing stored in front of his building. <br />Bill Griffith, attorney representing Valor Enterprises, felt that requiring an <br />IUP rather than a CUP for outdoor storage will undermine the City's <br />desire to see the area upgraded. He indicated that when buyers purchase <br />property and banks lend mortgage money, they are looking for uses that <br />are permanent. Griffith also indicated that amending the provisions of the <br />I-1 Zoning District is the equivalent of rezoning the property. Griffith <br />
