MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />19, 2007 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 19th day of <br />December, 2007 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barbara Allan <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />CITY The Mayor noted that the purpose of tonight's workshop meeting is to <br />ADMINIS- conduct the performance evaluation of the City Administrator. The <br />TRATOR'S Mayor began by rating the Administrator as an "E-Exceeds Expectations" <br />PERFORMANCE for Organizational Management. He noted that there are very few <br />EVALUATION complaints of staff to the Council. The Administrator does a good job of <br /> choosing the right people for the right job, so that very little supervision is <br /> required. Allan rated the Administrator at "E" indicating that he meetings <br /> and exceeds performance standards. She commended the Administrator in <br /> that each staff member is perfectly suited to their position and excels with <br /> his management. McGraw provided an "E" rating and indicated that the <br /> Administrator excels in this area. He has heard few complaints or even <br /> questions about the Administrator's performance, leadership or <br /> qualifications. City staff seems to operate efficiently while displaying a <br /> true sense of camaraderie. Employees know what is expected of them. <br /> McGraw indicated that the Administrator has hired an excellent staff and <br /> works well with them. McGraw suggested that the Administrator resolve <br /> problems with employees and issues in an accurate and timely manner. <br /> Montour provided an "E" rating and stated that the Administrator manages <br /> a number of projects and tasks in a timely manner, complaints to the <br /> Council are pretty much non-existent. He noted that the Administrator <br /> researches trends and is effective in motivating staff and elected officials <br /> to stay ahead of the curve in most areas. Montour commended the <br /> Administrator for the high level of retention of highly skilled staff <br /> members. Keis rated the Administrator at "E". He felt the assignment list <br /> was a good way to ensure everyone knows what they are doing and the <br />
