MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />date its due. Keis indicated that information to the Council is always <br />complete, well-researched, and well thought out. <br />The next area was Fiscal/Business Management. Allan rated the <br />Administrator at "E", indicating that he excels in this area. She noted that <br />the Administrator watches City finances judiciously. He takes a <br />cautious/conservative approach to the budget and fosters this approach in <br />City staff. McGraw provided an "E" rating and noted that the City is run <br />in a very economical manner. Joel is very efficient in giving the Council <br />the information and background material needed to make fiscal decisions <br />with a sense of certainty. He presents information in a manner that does <br />not show a preference for any outcome before a decision is made. <br />Montour provided an "E" rating and stated that under Joel's direction the <br />City continues to be fiscally sound and management of costs are in order. <br />He noted that the Administrator will usually take a position sometimes <br />contrary to public thinking in the finance area. He commended the <br />Administrator for the City's increased bond rating, and direction and <br />guidance given to the Council on the use of LGA funds. Keis provided an <br />"E" rating and indicated that this is one of the Administrator's strengths. <br />He knows the market values of property and ensures the City does not sell <br />or buy at a bad price. He noted the negotiation that the Administrator <br />recently did on multiple purchase agreements. He also pointed out the <br />protection of the City with respect to the use of Development Agreements. <br />Keis commended the Adminish•ator for his work on the RFP process for <br />the Auditor and Attorney. Blesener provided an "E" rating noting the <br />Finance Director's preparation of the budget with the Administrator's <br />oversight. He suggested that on-going financial reports should be more <br />available to the Council. Blesener noted that the Administrator is very <br />cost conscious and has instilled this value into our budgeting process. <br />The next area rated was Relationship with Mayor/Council. McGraw rated <br />this area as "E" and indicated that the Administrator has open and <br />effective communications with the Council. He is always available for <br />questions and returns calls in a timely fashion. McGraw stated that he <br />feels he has all he information he needs to make informed decisions. <br />McGraw suggested that when properties are being discussed, it would be <br />helpful to have a small map marked with the information that is being <br />discussed. McGraw commented the Administrator on his great <br />understanding of working with the Council. He supplies the Council with <br />up-to-date information, and positive and negative outcomes of choices for <br />the Council to use in making their decision. Montour provided an "E" <br />rating stating that agendas are complete and written communication is <br />clear and concise. He noted that the Administrator is always available to <br />respond to public concerns. Montour noted that he is beginning to see <br />more direct communication from City staff. The use of email has become <br />an effective communication tool. Montour commented the Adminishator <br />for his delegation of tasks to various staff members which has opened his <br />2 <br />
