MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />McGraw asked for a description of the interior layout of the tattoo parlor. <br />He expressed concern that the storage/cleaning/sanitizing area did not <br />have a door separating it from the remainder of the space. Stock indicated <br />that a door could be added if the Council so desires Allan asked about <br />privacy for each of the tattoo stations. Heffron reported that there is little <br />need for privacy, and suggested that when it is an issue a curtain or divider <br />would be utilized. <br />Heffron felt that the addition of a door to the sterilization area would have <br />the potential for a greater contamination risk. Heffron pointed out that the <br />doorknob would be another surface that would be touched. He also noted <br />the sterilization equipment he would have as well as two sink areas. <br />Allan asked how cleanliness concerns would be addressed. The City <br />Planner indicated that the Building Official would involve the County <br />Health Inspector in the build-out process. <br />Allan asked how the premises would be inspected. Heffi•on reported that <br />the City of St. Paul Health Department has very strict sanitation <br />requirements and conducts inspections. Heffron stated that he is very well <br />aware of what needs to be done, however, he was unaware of any <br />regulations outside the City of St. Paul. McGraw asked if Heffron would <br />maintain the same standards at this location as he currently does in St. <br />Paul. Heffi•on replied that he would. <br />The City Administrator pointed out that the City of St. Paul and Ramsey <br />County have combined their public health departments. He suggested that <br />the Council add a requirement that sanitation needs to be equivalent to <br />whatever is required in the City of St. Paul or Ramsey County, whichever <br />is more stringent. <br />McGraw noted that Heffron has indicated he will have two tattoo artists as <br />well as an intern. He asked about staffing of the receptionist desk. <br />Heffron indicated that one of the artists will likely staff that desk, and <br />noted that he wife handles the business end at his location in St. Paul. <br />Blesener asked if Heffron would continue his business in St. Paul. <br />Heffron replied that he would. He will spend more time at the Little <br />Canada location, however, until the business is up and running and he can <br />hire a manager. <br />Montour asked about signage. Stock indicated that they would comply <br />with the City's sign requirements. The City Administrator pointed out that <br />there is a master sign plan in place for the Market Place Shopping Center. <br />
