MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />Sign permits would be processed by staff as long as the signage is in <br />compliance with the master sign plan. <br />Keis asked if there were State licensing requirements for tattoo parlors. <br />Heffron replied that in St. Paul, there is only the requirement for a City <br />license. He again noted that he is subject to health inspections by the City <br />of St. Paul. Heffron reported that while there will likely be State <br />requirements in the future, there are none at this time. Heffron noted that <br />as part of St. Paul's licensing requirement he had to write an essay on how <br />to perform a tattoo. That essay is reviewed, the place of business <br />inspected, and the license issued. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Montom•, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-12-320 -APPROVING THE TEXT <br />AMENDMENT FOR CHAPTER 900 OF THE LITTLE CANADA <br />CITY CODE BY PROVIDING FOR THE REGULATION OF TATTOO <br />PARLORS AND SIMILAR ESTABLISHMENT, AND AMENDING <br />CHAPTER 91 S, PROVIDING FOR TATTOO PARLORS IN THE <br />PLANNED UNIT DEVELOPMENT (PUD) DISTRICT SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER AND PLANNING COMMISSION, SUBJECT TO NO <br />MORE THAN ONE TATTOO PARLOR LICENSE, AND SUBJECT <br />TO COMPLIANCE WITH THE REQUIREMENTS OF THE CITY OF <br />ST. PAUL OR RAMSEY COUNTY RELATIVE TO TATTOO <br />PARLORS, WHICHEVER IS MORE STRINGENT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (3) Keis, Blesener, Montour. <br />Nays (2) Allan, McGraw. Motion failed. <br />The City Attorney noted that it takes four affirmative votes of the Council <br />in order to amend the Zoning Code. It was the consensus of the Council to <br />reconsider this motion, separating action on the Zoning Code from action <br />on the Municipal Code. <br />McGraw indicated that he has no issue with the Text Amendment, but <br />does have an issue with the license itself. McGraw felt that the City was <br />not prepared for this particular license at this time, and felt that the <br />Council needed more information on sanitation requirements in the City of <br />
