Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-3-56 - APPROVING A MASSAGE <br />THERAPIST LICENSE FOR MS. STACEY VOSS OPERATING AT <br />THE PRESS GYM, 2900 RICE STREET, LICENSE PERIOD <br />THROUGH JUNE 30, 2007 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ORGANIZED The City Administrator reviewed the Utility Billing Clerk's report dated <br />COLLECTION March 9, 2007 relative to the City's organized collection program. He <br />noted that the City has had organized collection in place since 1989. The <br />Administrator reviewed the history of that decision in detail, which was <br />based on recommendations of a City committee which studied the issue in <br />response to State Legislation mandating refuse reduction. <br />The Administrator reported that effective January 1, 2007, the City has <br />taken over the billing of refuse collection. In doing so, it was discovered <br />that about 60 residential properties were without trash service. Letters <br />were sent to these property owners indicating that trash service would be <br />resumed for their property unless the property owner met one of the <br />exemptions provided for in the City's organized collection ordinance. <br />Exemptions are allowed for residents who own a business in Little Canada <br />and dispose of their trash at that business, residents who work for• a refuse <br />hauler and can dispose of their trash at work, and temporary <br />discontinuance of service for• residents going on extended vacations (30 <br />day period or greater). The City Administrator noted that these <br />exemptions were developed in 1989 after lengthy discussion by the <br />Council. <br />The Administrator reported that several of these property owners did not <br />qualify for exemptions. Some of these property owners requested that <br />exemptions be added for residents who own a business outside of Little <br />Canada and can bring their trash to their business. Others requested <br />exemptions for residents who can dispose of their trash at their place of <br />employment. <br />The City Administrator reported that other organized collection <br />jurisdictions within Ramsey County consisting of the cities of North St. <br />
