MINUTES <br />CITY COUNCIL <br />MARCH 14, 2007 <br />who own their own business and do not want to pay for trash service at <br />both their home and their business. <br />The City Administrator indicated that the recommendation that an <br />exemption be allowed for someone who owns a business within 25 miles <br />of Little Canada is to essentially limit the area to the metro. <br />McGraw suggested establishing standard exemptions and then allowing <br />the City Adminishator to process additional exemption requests. Keis <br />disagreed and felt only standard exemptions should be allowed to avoid <br />any arbitrary situations. <br />The Council discussed the proposed exemption for the owners of rental <br />property. Keis agreed with the classification of a rental property as a <br />business. The Administrator noted that the recommendation includes the <br />requirement that the rental property has to have a minimum of 2 yard <br />refuse service. <br />Allan again expressed concern about enforcement of exemptions as well <br />as equity. She felt the best solution was to eliminate all exemptions except <br />for extended vacations. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-3-57-AMENDING THE ORGANIZED <br />COLLECTION EXEMPTIONS AS RECOMMENDED BY CITY <br />STAFF RELATIVE TO THE OWNERSHIP OFA BUSINESS OR <br />RENTAL PROPERTY WITHIN 25 MILES OF THE CITY, <br />ALLOWING FOR TRAVEL EXEMPTIONS, AND RESCINDING THE <br />EXEMPTION FOR RESIDENTS WHO ARE EMPLOYED BY <br />REFUSE HAULERS WHILE GRANDFATHERING INANY <br />EXISTING EXEMPTIONS OF THIS NATURE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3) Montour, Keis, McGraw. <br />Nays (1) Allan. Resolution declared adopted. <br />The City Administrator reported that staff will put the changes into <br />ordinance form for Council action at the next meeting. <br />CONSENT Montour asked that calling for an information update workshop be <br />AGENDA removed from the Consent Agenda for discussion. Council agreed. <br />
