MINUTES <br />CITY COUNCIL <br />MARCH 26, 2007 <br />Allan noted that there were 60 property owners that had exemptions. The <br />City Administrator indicated that of those 60, only 9 would actually <br />qualify for an exemption. Service will be reinstated to the others. <br />Blesener noted a wording omission in Section 809.140 (E) (1). Staff <br />indicated that they will make that correction. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-3-74 -AMENDING CHAPTER 809 OF THE <br />LITTLE CANADA CIDE CODE, KNOWNAS THE MUNICIPAL <br />CODE, RELATIVE TO MIXED MUNICIPAL SOLID WASTE AND <br />RECYCLABLE MATERIALS STORAGE AND CONNECTION AS <br />RECOMMENDED BYCITYSTAFFAND AS CORRECTED <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3) Blesener, Keis, McGraw. <br />Nays (1) Allan. Resolution declared adopted. <br />DIGITAL The City Planner indicated that he is tracking the digital billboard issue <br />BILLBOARDS with both the League of Minnesota Cities as well as the cities that are <br />currently in litigation relative to these billboards. The Planner stated that <br />it is his hope that he will have some ordinance language for Council <br />consideration within the next couple of weeks. He noted that the issue of <br />digital billboards is tied to the issue of billboards and signage along <br />freeways. The City currently has a moratorium in place on freeway <br />signage which expires on September 26, 2007. <br />Blesener felt that the real issue with electronic billboards was not whether <br />they should be allowed or not, but the timing for changes as well as the <br />degree of brightness. The Planner agreed indicating that communities are <br />looking at regulating the timing of message changes, brightness, and colon <br />contrast. <br />COMPRE- The City Planner noted the Council's recent action to allow City staff to <br />HENSIVE process minor modifications to the Comprehensive Sign Plan at the <br />SIGN PLAN Market Place Shopping Center rather than require the Market Place to <br />AMENDMENT amend their Conditional Use Permit. The City Planner recommended that <br />this same administrative process be allowed for all multi-tenant buildings. <br />If the Council is agreeable, this amendment could be incorporated as part <br />of the City's Zoning Code update.
