MINUTES <br />CITY COUNCIL <br />MARCII 26, 2007 <br />The Planner indicated that the update draft should be completed within the <br />next couple of weeks. <br />AUTO REPAIR Given the earlier discussion relative to an auto repair license for Voyageur <br />LICENSING Motors, the City Planner pointed out that auto repair is a permitted use in <br />the I-1 Zoning District. The discussion relative to Voyageur occurred <br />because their Conditional Use Permit prohibited auto repair given the need <br />to maintain indoor vehicle display space in conjunction with their Auto <br />Retail (Indoor) Sales License. The Planner suggested that in updating the <br />Zoning Code, the City may want to consider putting a restriction on the <br />number of auto repair licenses that can be issued. <br />Blesener noted that the problem with major auto repair is that there is <br />typically associated outdoor storage. The Planner noted that the City's <br />experience with auto repair has not been good and has led to code <br />enforcement actions. He indicated that while the use should continue to <br />be allowed, the City could restrict the number of licenses it issues. <br />Blesener suggested that auto repair licensing be discussed relative to the <br />City's review of outdoor storage at the April 25"' workshop meeting. The <br />City Adminisriator indicated that in addition to a limit on the number of <br />auto repair licenses, consideration should be given to a resri•iction on the <br />amount of associated outdoor storage. <br />The consensus was to discuss this issue in detail at the Apri125`~' <br />Council/Planning Commission workshop. <br />ACCIDENT The City Administrator reviewed the report dated March 21, 2007 <br />POLICY relative to accident coverage for volunteers. The Administrator noted <br />FOR that staff has researched the availability of this coverage through the <br />VOLUNTEERS National Alliance for Youth Sports. The coverage provided by this group <br />is a general liability policy and not an accident policy. The League of MN <br />Cities Insurance Trust offers accident coverage for volunteers. The <br />majority of cities that purchase this coverage are smaller and out-state, <br />thus likely more volunteer dependent. The cost to the City would be <br />approximately $1,400 per year. <br />The Administrator reported that the need for this coverage was discussed <br />with the Parks & Recreation Director. The Director felt that any benefits <br />gained by the coverage would not offset the cost that would need to be <br />added to program fees to pay for this insurance. The Director also <br />indicated that he has not had any requests from volunteers for this <br />coverage. <br />12 <br />
