MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 1, 2007 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 1st day of May, <br />2007 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL <br />Mayor <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />City Engineer Mr. Lee Elfering <br />City Clerk Ms. Kathy Glanzer <br />Council Member Mr. John Keis <br />Council Member Mr. Michael McGraw <br />City Administrator Mr. Joel R. Hanson <br />ASSESSMENT Mayor Blesener opened the Assessment Hearing to consider the <br />HEARING - proposed assessment roll for the improvement of Boss Road from Bryan <br />BOSS ROAD - Street ending in a cul-de-sac by street construction, concrete curb and <br />IMP. NO. gutter, utilities, and drainage enhancements. It was noted that the <br />2007-3 improvement was petitioned for, and was not City-initiated. <br />The City Engineer reviewed the improvement of Boss Road which <br />involves the extension of a cul-de-sac from the end of Bryan Street. The <br />street will be 24 feet wide and have concrete curb and gutter. Utilities are <br />also included in this improvement. It will be constructed to residential <br />street standards. <br />The Engineer then reviewed the proposed assessment roll which involves <br />two properties, the Dick Boss property and the Railroad property. The <br />cost of the street improvement is proposed to be divided equally between <br />the two properties. The cost of utilities will be assessed 100% to the Boss <br />property. <br />The Engineer reported that his estimate for this project was $76,100.00. <br />The bid cost came in higher at $88,828.58. Part of the additional cost is to <br />remove and replace the existing damaged hydrant at the west end of <br />LaBore Avenue. That portion of the improvement cost is $5,272.88, and <br />would be paid by the City. The Engineer noted that the total assessable <br />cost is $83,555.64, and he reviewed the specific breakdown of the <br />
