MINUTES <br />CITY COUNCIL <br />MAY 1, 2007 <br />assessment between the Boss and Railroad properties. The Boss property <br />is proposed to be assessed at $53,425.3 and the Railroad property at <br />$30,130.34. <br />The Engineer further explained that the improvement includes the <br />reconstruction of the temporary cul-de-sac at the end of Bryan Street. A <br />high spot was created to match the existing grades so the area will drain <br />without the need for storm sewer. The Engineer felt that this additional <br />cost should be assessed to the Boss property given that they are essentially <br />the developer. He noted that a developer putting in a project such as this <br />would be required to pay this cost. The Engineer reported that the cost is <br />approximately $3,000. <br />The Engineer noted that the City is proceeding with the assessment <br />hearing prior to construction of Boss Road to determine if there are any <br />objections to the assessment. None were heard. <br />The Engineer also noted that there may be an option to decrease the length <br />of the cul-de-sac by approximately 20 feet from what is shown on the <br />plan, while meeting the recommendations of the City Planner and Code <br />requirements for lot access onto a cul-de-sac. If that is done, there would <br />be a decrease of approximately $2,000 in the cost of the street. That <br />$2,000 savings would be equally shared by the Boss and Railroad <br />properties. The Engineer noted that the property owner has to evaluate the <br />impact on the potential for a third lot before a decision can be made on the <br />cul-de-sac length. <br />Dick Boss indicated that it appears that it will work to shorten the cul-de- <br />sac and preserve the potential for a third lot. Boss noted that adjusting the <br />lot line for the Jim Boss property division and shortening the cul-de-sac <br />would preserve two large trees as well as allow Jim Boss to place his <br />house further from the properties to the north. Boss encouraged the City <br />to assess at the lower amount. <br />The Council discussed this option, and agreed to assess at the lower <br />amount. The Council informed Mr. Boss that should the cul-de-sac need <br />to be lengthened and the additional $2,000 in costs incurred, he would be <br />responsible to pay those costs outside of the assessment. Dick Boss <br />agreed. <br />The City Engineer reviewed the modified assessment roll. Total project <br />costs are $86,762.58, City costs remain at $5,272.88, and total assessable <br />costs are $81,489.70. Assessable costs are $52,392.33 for the Boss <br />property and $29,097.37 for the Railroad property. <br />2 <br />
