MINUTES <br />CITY COUNCIL <br />MAY 9, 2007 <br />The Superintendent concurred with the recommendation of the Ramsey <br />County Sheriffs Department. He indicated that, if installed, the stop signs <br />would be flagged for a period of time to make the neighborhood aware of <br />the change. The Superintendent also indicated that members of the <br />neighborhood have expressed support for this change to the Sheriff's <br />Department. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-S-IIS -APPROVING THE <br />REPLACEMENT OF YIELD SIGNS WITH STOP SIGNS AT THE <br />INTERSECTIONS OF VALENTO LANE/ALLANAVENUE, <br />THUNDER BAY ROAD/ALLANAVENUE, AND ONTARIO <br />ROAD/ALLANAVENUE, STOPPING NORTHAND SOUTH BOUND <br />TRAFFIC, BASED ON THE RECOMMENDATION OF THE <br />RAMSEY COUNTYSHERIFF'S DEPARTMENT AND THE PUBLIC <br />WORKS SUPERINTENDENT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ON-SITE The Public Works Superintendent reviewed his report dated May 2, 2007 <br />SANITATION relative to the On-Site Sanitation settlement. He reported that on <br />SETTLEMENT September 2, 2005 the City responded to a sewer backup on Woodlyn <br />Avenue just west of the City's lift station. The blockage was located <br />between the On-Site Sanitation building and the railroad tracts to the west <br />of the building. The blockage was cleared, but not before there was <br />significant damage to the building that had been recently purchased and <br />refurbished by Kath Oil at 90 Woodlyn Avenue. <br />The Superintendent reported that it is the position of the City that On-Site <br />Sanitation caused the sewer blockage. The City's insurance carrier, the <br />League of Minnesota Cities Insurance Trust, paid for the damages at the <br />Kath building, and then pursued reimbursement from On-Site Sanitation. <br />The matter went to mediation in April of 2007, and the case was settled <br />with On-Site Sanitation paying $52,000, or 58% of the actual damages <br />paid. The City Council is being asked to sign the "Complete Release and <br />Satisfaction of All Claims". <br />Blesener noted that the City currently has an agreement with On-Site <br />Sanitation that allows them to have a dedicated dump site into the City's <br />sewer main. That agreement runs through March of 2008. <br />
