MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2007 <br />Bastian explained that it has been the County's experience that a juvenile <br />put into the detention system is very likely to reoffend and come back. <br />Therefore, the County is looking at alternatives to keeping these kids in <br />school and getting them and their families the services they need. <br />Bastian reported that the JDAI/DMC committee is working to bring <br />together County agencies, community members, and public officials to <br />reduce the number of juveniles placed in secure detention and to eliminate <br />racial disparities in the juvenile justice system. Bastian encouraged any of <br />the Council that have an interest to become involved. <br />Parker pointed out the increasingly diverse population in the County and <br />noted the need to focus on the disproportionate number of minorities in <br />confinement. The County is trying to determine what is going on and the <br />issues involved. She also noted that juveniles are getting into the system <br />at younger and younger ages. <br />McGraw asked if there are resources available to interpret graffiti, <br />indicating the need to determine whether the graffiti is gang-related. <br />Parker noted that the County works to get graffiti removed immediately. <br />Parker suggested that the City contact Sheriff Fletcher on this issue. The <br />City Administrator reported that when graffiti appears in the City, the <br />Sheriff's Department is contacted immediately. If there is evidence of <br />gang activity, the Sheriffls Department tracks this. We attempt to have <br />graffiti removed immediately. <br />Blesener noted that the yard waste site that has previously been located on <br />Beam Avenue was very convenient to Little Canada residents. He asked if <br />consideration is being given to any additional recycling sites. Parker <br />stated that she has not heard that another location was desired until now. <br />If the City received a lot of requests for a closer location, these should be <br />forwarded to her. The City Administrator noted that the City's trash <br />collection program offers unlimited yard waste collection for $48 per year. <br />Yard waste can be bagged and placed at the curb for pick up. <br />The Council thanked Commissioner Parker and Judge Bastian for their <br />presentations. <br />CONSENT Mr. Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2007-II-288 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APROVAL OF THE VOUCHERS; <br />
