MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2007 <br />RFP'S FOR The City Administrator recommended that the Council call for a Special <br />AUDITING Meeting to review their rankings of Requests for Proposals for auditing <br />AND LEGAL and legal services to determine which firms will be selected for <br />SERVICES interviews. <br />Montour introduced the following resolution and moved its adoption <br />RESOL UTION NO. 2007-I1-290 - CALLING A SPECIAL MEETING <br />FOR MONDAY, DECEMBER 3, 2007AT 7:45 P.M. TO REVIEW <br />RFP'S FOR AUDITING AND LEGAL SERVICES AND <br />DETERMINING WHICH FIRMS WILL BE SCHEDULED FOR <br />INTERVIEWS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MORATORIUM Mayor Blesener recommended that the City call a moratorium on <br />ON SINGLE- the processing ofsingle-family plats consisting of four lots or more <br />FAMILY so that the Council can study zoning issues related to lot size, <br />RESIDENTIAL required setbacks, cul-de-sac length, etc. Blesener noted that the <br />PLATS last few residential plats that were processed have been very difficult. <br />There has been a lot of concerns raised by neighborhoods relative to too <br />much house being developed on small lots. Blesener noted that houses <br />and garages are getting larger, and the City's minimum lot size has <br />remained at 10,000 square feet. Blesener suggested ashort-term <br />moratorium so that the Council can study these issues. Allan agreed. <br />Blesener noted the proposed Whispering Pines preliminary plat that will <br />be coming before the Council at its next meeting. The developer of this <br />plat is willing to make the lots wider to address some of the concerns that <br />were just mentioned. <br />The City Administrator noted that the Council has in the Additions to the <br />Agenda a draft from the City Planner of R-1 A Zoning District which <br />would require larger lot sizes, increased lot width, as well as increased <br />side yard setbacks. <br />Blesener noted that environmental concems have also been raised relative <br />to recent preliminary plats. Blesener pointed out the survey of lot sizes, <br />setbacks, etc. of adjacent cities, which show that Little Canada's <br />requirements are not as stringent as most of its neighbors. <br />Barbara Huot, representing the owners of 565 Little Canada Road, <br />reported that this property is currently on the market and would be subject <br />6 <br />
