MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2007 <br />The City Administrator stated it was his understanding that the concept <br />being considered includes common shared driveways. Names explained <br />the concept which would include access for the corner not from Little <br />Canada Road. The other four lots would front on Edgerton Street and two <br />accesses would be proposed on Edgerton Street. Two lots would share <br />each of these access points. Hames pointed out that this would minimize <br />the impact to Edgerton Street. <br />Blesener noted that the shared driveway concept does not comply with the <br />City's Code. The City Administrator noted that the City has not allowed <br />shared driveways, and suggested that this concept be discussed with the <br />City Planner. The Administrator also recommended that the City Attorney <br />be instructed to put together the moratorium ordinance for action by the <br />Council at its next meeting. <br />Names asked if the Council would also consider exemptions from that <br />ordinance at the next meeting. The City Administrator indicated that once <br />the moratorium is enacted, exemptions could be considered. He again <br />suggested that the development concept for 565 Little Canada Road be <br />reviewed with the City Planner prior to submittal. <br />The Council indicated that the concept being discussed looked like a good <br />one, but again pointed out that it should be presented to the Planner for his <br />review and comment. <br />Blesener stated that the City is not trying to stop development, and again <br />noted that the recent plats have been objectionable to the neighbors. Lots <br />are proving to be too small and too narrow for the character of the <br />neighborhoods in which they are being developed. <br />Allan felt that the concept presented this evening for the Huot property <br />was a very good one and exactly what the City would like to see. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-11-291- INSTRUCTING THE CITY <br />ATTORNEY TO DRAFT AN ORDINANCE THAT WOULD ENACT A <br />MORATORIUM ON THE PROCESSING OFSINGLE-FAMILY <br />RESIDENTIAL PLATS CONSISTING OF FOUR LOTS OR MORE <br />FOR PRESENTATION TO THE COUNCIL FOR ACTIONAT ITS <br />NOVEMBER 28, 2007 MEETING <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
