MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2007 <br />The City Attorney noted that the Council would not grant an exemption <br />from the moratorium prior to the adoption of that moratorium. The <br />Attorney recommended that once the moratorium is in place, a <br />development concept could be presented to the Council for consideration <br />as to whether or not it would be willing to grant the exemption. <br />AMENDMENT The City Administrator reviewed the City Engineer's report dated <br />TO August 17, 2007 recommending an amendment to the City's Assessment <br />ASSESSMENT Policy relative to urban street reconstruction. The Administrator noted <br />POLICY that Thunder Bay Road would be the City's first urban street <br />reconstruction since the Assessment Policy was adopted. Application of <br />the current Assessment Policy for urban reconstruction would not result in <br />an equitable assessment for residential properties. <br />The City Administrator explained that the proposed amendment would <br />result in the maximum assessment rate applying to urban street <br />reconstruction for residential properties without the 50% factor. He noted <br />that the City's maximum assessment cap would still be applied. Thus the <br />assessment for reconstructed urban streets would be comparable the <br />assessment for other residential street reconstruction <br />Blesener asked if the existing curb and gutter would remain. The City <br />Administrator reported that much of the curb and gutter has settled or <br />heaved. As much as possible would be retained. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-11-292 -APPROVING THE REVISION TO <br />THE CITY'S STREET ASSESSMENT POLICYAS RECOMMENDED <br />BY THE CITY ENGINEER AND CITYADMINISTRATOR <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ADJOURN Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-II-293 -ADJOURNING <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
