Additionally, a <br />section was added to the political sign section to bring it into conformance <br />with State Statute. <br />The City Planner noted that real estate signs are a class of signs that are <br />difficult to deal with. He noted that the League did not make any <br />recommendations regarding these signs. The League did make a <br />recommendation for the deletion of some language relative to off-premise <br />advertising signs. However, off-premise directional signage where traffic <br />might be confusing or to direct business traffic down a particular street <br />could be continued based on the Council's discretion. <br />The Planner indicated that the League indicated that off-site garage sale <br />signs as a class of signs was problematic. The League recommended that <br />off-site garage sale signs either be deleted or the City open that type of <br />signage up to anything. Their concern relates to content-based regulation. <br />Blesener recommended that this section be deleted, and indicated that the <br />City can respond to off-site garage sales signs if problems occur. The <br />Planner noted that on-site garage sale signs would be allowable given each <br />property is allowed four square feet of discretionary signage. <br />The Planner indicated that the League had concerns with the language <br />related to off-site signage allowed for non-profit organizations given the <br />distinctions being made for non-profits. The Planner indicated that the <br />City could amend the Code to allow this signage on Public properties. <br />However, Canadian Days would not be allowed to put up their signage at <br />the Market Place Shopping Center, for example. Council agreed. <br />The Planner indicated that he would put together a final ordinance <br />document for publication. <br />There was no one else from the general public presenting wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Blesener, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-11-305 -ADOPTING THEAMENDMENT <br />TO THE ZONING CODE RELATIVE CHANGES IN CERTAIN <br />DEFINITIONS RELATING TO SIGNS AS WELL AS THE <br />REGULATION OF TEMPORARY SIGNS, DYNAMIC AND <br />ELECTRONIC SIGNS, AND OTHER PERMITTED SIGN <br />STANDARDS AS RECOMMENDED BY THE CITY PLANNER AND <br />AUTHORIZING SUMMARY PUBLICATION <br />16 <br />
