MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />Montour commended Johnson's enthusiasm, but felt to issue him a permit <br />would be arbitrary. Montour felt that the first step was to determine <br />whether there was an overpopulation of deer. Montour felt that if the <br />County feels a hunt is warranted, a Public Hearing should be held so that <br />the community can comment on it. Montour pointed out the comment <br />earlier in the meeting where a resident was concerned about the loss of <br />trees in the Whispering Pines addition and the impact this would have on <br />deer. <br />Blesener pointed out that these deer are not just St. John's deer. Blesener <br />felt that there are as many people who like the deer as there are who do <br />not. He also noted that the Ramsey County Sheriffls Department <br />indicated that there was no substantial increase in deer/vehicle accidents <br />over the last few years. <br />Johnson indicated that he would not be hunting for sport, but for safety. <br />Blesener agreed that the County should do a count for the City and then <br />make a recommendation on whether or not a hunt is necessary. <br />Vance Johnson, Mon•ison Avenue, indicated that he has lived in the City <br />for 41 years and enjoys the deer. He felt they were very tame. Johnson <br />stated that he has never hit a deer and does not feel there is a traffic safety <br />problem. He also indicated that he has seen no great increase in the <br />population. Johnson stated that he was opposed to a hunt. <br />Duane Schwartz felt there were more deer in the City a few years ago, and <br />indicated that he did not feel they were a nuisance. <br />Keis stated that he has not seen the problem described by Nathan Johnson. <br />He indicated that in the 20 plus years he has lived in the City he has not <br />come close to hitting a deer. <br />McGraw agreed. He felt that if the City did anything, it would have to <br />have a report from Ramsey County that the deer population is excessive. <br />In that case, McGraw felt a hunt would have to be done on a coordinated <br />and regulated basis. McGraw felt the City should contract with the <br />County to do the fly over. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO.2007-I1-306 -DENYING THE APPLICATION <br />FOR BOW AND ARROW PERMIT REQUESTED BY NATHAN <br />JOHNSON BASED ON THE REPORT FROM THE RAMSEY <br />COUNTY SHERIFF'S DEPARTMENT AS WELL AS THE <br />18 <br />
