MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />RECOMMENDATION OF THE CITY CLERKAS OUTLINED IN <br />HER REPORT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Blesener instructed the City Administrator to contact the County for an <br />estimate of the cost of a fly-over. <br />CONSENT Mr. Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2007-11-307-APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVING THE VOUCHERS; <br />*;4PPROVING CERTIFICATION OF DELINQUENT UTILITIES <br />AND TRASH; <br />*APPROVING CERTIFICATION OF DELINQUENT DEVELOPER <br />DEPOSIT BALANCES <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />MORATORIUM The City Attorney submitted a proposed ordinance which would <br />ON SINGLE- establish a moratorium on single-family residential plats consisting of <br />FAMILY three lots or more. He indicated that the City would initially have the <br />RESIDENTIAL ability to establish that moratorium fora 12 month period. The <br />PLATS moratorium could then be extended if necessary subject to the holding of a <br />public hearing. <br />Blesener stated that the City needs some time to study its ordinance <br />standards relative to the platting ofsingle-family properties. He <br />anticipated that its study could be completed by spring. Blesener felt that <br />the moratorium should be adopted and then a workshop scheduled to <br />begin review of these standards. It was the consensus of the Council to <br />call asix-month moratorium. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />19 <br />
