MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2007 <br />The City Planner reported that the property currently consists of two <br />single-family lots with a home on each lot. One of these homes will be <br />retained while the other will be removed. A cul-de-sac is proposed to be <br />brought in from LaBore Road and run to the north to provide access to the <br />7 new lots. The Planner noted that the Code limits cul-de-sac length to <br />500 feet. The developer isproposing a cul-de-sac of approximately 575 <br />feet in length. The Planner indicated that it is his feeling as well as the <br />Planning Commission's that to hold the cul-de-sac to a 500 foot length <br />would have a negative impact on Lot 1 since the building pad for this lot <br />would be pushed toward LaBore Road. Lengthening the cul-de-sac would <br />push the house fronting on LaBore Road further back, more in line with <br />the other homes along LaBore Road resulting in a more reasonable design. <br />The Planner also noted that the Planning Commission recommended that <br />the cul-de-sac length be increased by an additiona140 feet which would <br />push Lots 6 and 7 further north, and provide additional spacing between <br />the homes to be developed on Lots 1 through 5. Given the lot depths are <br />shallow; it was felt the additional spacing between houses would be <br />aesthetically beneficial to the neighborhood. <br />It was noted that the Variance request would have to be considered by the <br />Board of Adjustment and Appeals. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-11-295 - TEMPORARILYADJOURNINC <br />AS THE CITY COUNCIL AND CONVENING AS THE BOARD OF <br />ADJUSTMENT AND APPEALS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Steve Benning, Rim Lake Construction, appeared before the Council and <br />commented on the Planning Commission's recommendation for an <br />additional 40 feet in cul-de-sac length. Benning felt that there were more <br />negative impacts to the longer cul-de-sac than there were positives. <br />Benning felt the major impact would be on trees. <br />Blesener indicated that he walked the area and felt there was a natural <br />break to clear to. Blesener felt a cul-de-sac that was approximately 600 <br />feet in length would provide fora 30 foot fiā¢ont yard setback and 30 to 40 <br />foot back yard setback for the new homes that would be constructed on <br />Lots 6 and 7 before the major tree area on the north was reached. <br />2 <br />
