The Planner agreed that access would be an <br />issue for study during the moratorium. <br />Angela Hayes, broker representing the buyers of 565 Little Canada Road, <br />indicated that a one year moratorium would make this property <br />unmarketable for a year. Hayes reported that they would be willing to put <br />restrictions in the deed for every parcel that would address any concerns <br />that the City might have relative to the shared driveways, maintenance <br />responsibilities, emergency vehicle access, etc. <br />Blesener stated that the City is not sure it will allow a shared driveway <br />situation. This is an issue that must be studied. <br />Hayes pointed out that the only other options would be direct driveway <br />access for each lot onto Edgerton Street, or tearing down the existing <br />house and bringing in a cul-de-sac from Little Canada Road. Keis <br />indicated that another option would be to bring in a road from Edgerton <br />Street to serve the four lots that would front on Edgerton. <br />Montour pointed out that property owners would park an RV as an <br />example on a shared driveway which may result in concerns by the <br />adjacent property owner. The City then ends up spending its resources to <br />resolve these sorts of problems. <br />Denny Claridge, one of the potential buyers of 565 Little Canada Road, <br />asked if the City has had any issues with shared driveway. The City <br />Administrator indicated that there have been some issues, and indicated <br />that this is one of the issues that needs to be studied. The Administrator <br />noted that the low density proposed for 565 Little Canada Road is <br />excellent; however, there are issues that need to be reviewed as part of the <br />moratorium study. <br />McGraw again noted the shared driveways and problems that can result. <br />He pointed out that he lives in amulti-family setting and even though <br />there are by-laws that people must abide by, there are always those who <br />will push regulations as far as possible. McGraw indicated that he would <br />like the time to study R-1 platting issues and did not support an exemption <br />from the moratorium for this property. <br />Hayes indicated that if the shared driveway is the only issue, they could <br />put direct driveway access for each of the lots onto Edgerton Street. She <br />indicated that the County would have no objection. The Administrator <br />pointed out that there are grade issues for the most northern proposed lots. <br />Keis asked about the ownership of the retaining wall along Edgerton. <br />Claridge thought that the County owned the wall. <br />21 <br />
