MINUTES <br />CITY COUNCIL <br />JUNE 27, 2007 <br />The City Planner reviewed the development concept which consists of a <br />700 foot cul-de-sac, with the potential for 15 single-family lots. The <br />Planner noted that the City Code limits cul-de-sacs to a maximum of 500 <br />feet; therefore, a Variance would be required in order to develop a 700 <br />foot cul-de-sac. The Planner indicated that the remainder of the concept <br />plan appears to be consistent with the City's R-1 Zoning Regulations. The <br />Planner noted that the City has no information on drainage and ponding <br />requirements at this point. <br />The Planner noted that in reviewing this concept, the Planning <br />Commission discussed tree preservation. There was discussion that in <br />exchange for a longer cul-de-sac, the developer could be required to <br />develop larger lots thus saving more tree cover. <br />The Planner noted that Mr. Steinert has control of 685 and 693 LaBore <br />Road. Ray and Kathy Hanson, 699 LaBore Road, have not yet decided <br />whether they will participate in the plat. Therefore, at this point, Mr. <br />Steinert would be able to develop a maximum 8 developable lots. <br />The City Planner indicated that the purpose of tonight's concept review is <br />to provide feedback to the applicant. <br />Steve Benning, Rim Lake Construction, representing Kevin Steinert, <br />reported that it would have been preferable to develop the property with a <br />through street, however, that was not an option. Benning reported that a <br />700 foot cul-de-sac is necessary to maximize development of the property <br />and it would be their intention to seek a Variance for the excess cul-de-sac <br />length. <br />Blesener suggested that it might be premature to review the concept as <br />proposed until it is known whether or not the Hanson property will be part <br />of the development. <br />Ray Hanson thanked Mayor Blesener for coming out and walking the area <br />with him. Hanson indicated that at this point it is difficult to identify the <br />exact boundaries of his property, and stated that he will be having the <br />property surveyed. Hanson indicated that there are two options for the <br />rear of his lot -one would be to join in the Steinert development, the other <br />would be to sell land to the owners of the abutting lots on Ontario Lane. <br />Hanson pointed out that the lots on Ontario Lane are small, and some of <br />the property owners have expressed interest to him in purchasing some of <br />his property to enlarge their backyards. Hanson indicated that he will <br />participate, but has not made a decision which option. Once the property <br />is surveyed, Hanson hoped to make a decision. <br />11 <br />
