MINUTES
CITY COUNCIL
OCTOBER 10, 2007
*RESCHEDULING THE JANUARY 23, 2008 REGULAR COUNCIL
MEETING TO WEDNESDAY, JANUARY30, 2008.
The foregoing resolution was duly seconded by Allan.
Ayes (5).
Nays (0). Resolution declared adopted.
WATER MAIN The City Administrator reviewed the City Engineer's report dated
IMPROVEMENTS October 4, 2007 relative to options for water system improvements to
IN SOUTHWEST provide adequate domestic water and fire flow service to the proposed
QUADRANT St. Jude project as well as the entire southwest corner of the City. The
Administrator indicated that TIF dollars would be used to pay for these
improvements.
The Administrator reviewed a diagram prepared by the City Engineer
showing the water main analysis that was done for this area. Two options
considered for improving fire flows included a second water tower and an
oversized main. The Engineer has determined that the second water tower
is not necessaey, and that looping a 12-inch water main through the area
will be adequate to increase fire flows. The Administrator noted that the
water main in the southwest quadrant is primarily 8-inch main. The
Administrator reviewed the potential routes that this main would follow.
The Administrator indicated that neither option would do much in terms of
increasing water pressure. The Administrator noted that the City Engineer
estimates that this 12-inch water main will serve the needs of the area for
the next 20 to 40 years.
The Administrator reported that the City Engineer has reviewed the best
location for the 12-inch water main and is recommending that it start at the
12-inch main on the east side of the railroad tracks run west along County
Road B-2 down through the St. Jude Property and back to the east along
Viking Drive to the 12-inch main at the railroad tracks. Additionally, a
12-inch main extension to Rice Street should be completed along County
Road B-2 or possibly through the south side of the Capitol View school
property. A connection to the existing 6-inch main on Stephanie Court
would also be completed to improve the existing water system in the area.
Again, water pressure will not see a big improvement, but fire flows will
However, a second water tower would also not improve the water pressure
situation in this area.
Estimated cost of the improvement is $650,000. If the water main is run
tluough Capitol View property, the estimated cost is $618,000. However,
given the need for an easement fi•om the School District, the cost again
approaches $650,000. The Administrator indicated that work would likely
6
