MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 2007 <br />begin on the water main next year with completion in August in time to <br />meet St. Jude's needs. <br />Blesener noted that this improvement benefits the entire area and not just <br />St. Jude. The City Administrator indicated that but for these public <br />improvements, the City will not see development growth in this area. He <br />also noted that tax dollars nor utility fees will not be used to fund these <br />public improvements. <br />Allan asked about the need for a second water tower if additional <br />properties develop in this area. The City Administrator indicated that the <br />water main improvement as proposed negates the need for a second water <br />tower. The Administrator noted that a second water tower would cost <br />approximately $750,000. The need for a tower would increase if we <br />needed more storage capacity. <br />Montour asked if County Road B-2 would have to be dug up to put in the <br />new water main. The Administrator indicated that if County Road B-2 is <br />widened, additional land would be needed from either Capitol View on the <br />south or the bakery and mobilehome park on the north. The main would <br />be put in that additional right-of--way and the existing street would not be <br />disturbed. <br />The Administrator indicated that the report on City water main system <br />improvements if for Council information at this point. Blesener noted that <br />the biggest issue is whether or not there was a need for a second water <br />tower. The Administrator noted that given the pumping system that St. <br />Jude will have, the need for a second water tower goes away. <br />2008 The City Administrator reviewed the City Engineer's report dated <br />INFORMATION October 5, 2007 relative to potential 2008 sheet improvements as <br />MEETINGS follows: <br />Thunder Bay Road (County Road D to cul-de-sac) <br />Lakeside Court (Keller Parkway to cul-de-sac) <br />Condit Street (South Owasso Blvd. to Nadeau Road). <br />The Administrator noted that there will be issues related to additional <br />right-of-way and trees as part of the Condit Street project. He also noted <br />that there is no City water main in Lakeside Court. Keis noted that there <br />are poor soils in the Thunder Bay Road area. The Administrator indicated <br />that the use of fabric and drain the will be likely for that street <br />improvement. The City may also have to tie the area into a storm sewer <br />system along the freeway. Blesener asked if existing curb and gutter <br />
