MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2007 <br />It was noted that the City has not received any written objections to the <br />assessment. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Allan, seconded by McGraw, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-10-259 -ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2007-02, CANABURYDRIVE, AS <br />PRESENTED BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the deletion of the <br />2004-12 - original assessment for the improvement of County Road B-2 East from <br />COUNTY Rice Street to Viking Drive by road reconstruction, concrete curb and <br />ROAD B-2 - gutter, and drainage enhancements and the reassessment of this improve- <br />REASSESSMENT ment for the townhome properties only. <br />OF <br />TOWNHOMES The City Engineer reported that when the improvement was originally <br /> assessed in 2005, the City's Assessment Policy treated buildings with <br /> more than two units as commercial property. Therefore, the townhome <br /> properties were assessed for 100% of their County Road B-2 frontage at <br /> the commercial rate. This resulted in an assessment of $4,341.95 per unit. <br /> This assessment appeared reasonable at the time given that other <br /> residential properties were being assessed at amounts over $5,000. <br /> However, in applying the Assessment Policy to these same townhomes for <br /> the Viking Drive improvement, the assessment amounted to $11,921.49 <br /> per unit. Staff felt this assessment amount was inequitable and that a <br /> revision to the assessment policy was needed. <br />The Engineer reported that the Council revised the Assessment Policy and <br />now heats residential properties up to four units in size with each unit <br />having a separate PID number the same. That is, the residential <br />assessment policy would apply. The Engineer explained that residential <br />properties are assessed at 85% of street reconstruction costs fora 30-foot <br />wide urban section street, 100% of curb and gutter costs, up to the <br />maximum established by the City. <br />
