MINUT)/S <br />CITY COUNCIL <br />OCTOBER 23, 2007 <br />The Engineer outlined the affects of the revised Assessment Policy on the <br />townhomes, which reduces the original County Road B-2 assessment from <br />$4,341.95 to $425.99. He explained the process for correcting this <br />assessment which includes a deletion of the original assessment and a re- <br />assessment ofthe $425.99. He also noted that in assessing the Viking <br />Drive improvement to these townhomes the revised Assessment Policy <br />has been applied. <br />The Engineer then outlined the amounts owing to the owners of the four <br />townhome units and reported that the City will be issuing refund checks to <br />the property owners for the original County Road B-2 assessment. <br />The Engineer reviewed assessment payment methods which include <br />payment of the full assessment to the City with no interest within 30 days <br />of adoption of the assessment roll. Property owners also have the option <br />to have their assessment certified to Ramsey County for collection with <br />property taxes. In that case, the assessment would be spread over a ten <br />year period and would accrue interest at a rate of 6.25%. <br />The Engineer noted that senior citizens and disabled individuals have the <br />option to require a deferment of their assessment provided that they meet <br />low income guidelines. <br />It was noted that no written objections have been received for the <br />proposed re-assessment. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Allan, seconded by McGraw, the public hearing was <br />closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-IO-260 -DELETING THE INITIAL <br />ASSESSMENT AND ADOPTING THE RE-ASSESSMENT FOR <br />IMPROVEMENT NO. 2009-12, COUNTYROAD B-2 EAST, <br />TOWNHOMES ONLY, AS RECOMMENDED BY THE CITY <br />ENGINEER <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />
