MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2007 <br />may have opted for the full improvement which would have included a <br />concrete curb and gutter. <br />The City Engineer indicated that the millings were left in place until the <br />final lift of asphalt is put on the street. At that time, the millings will be <br />cleaned up and the bituminous curbing installed. He also indicated that <br />the county is reviewing their costs to ensure that they ar•e accurate. <br />Thul noted that the street is now narrower in front of his house. The <br />Engineer indicated that the street was reconstructed to a 32-foot width to <br />accommodate wider shoulders. <br />Thul indicated that he and his neighbors are concerned that they are being <br />assessed at a rate that is approximately 30% higher than the estimate. The <br />City Engineer noted that when the County submitted the higher cost, a <br />greater portion of additional cost was pushed to the commercial properties. <br />Thul was concerned that his portion of the improvement resulted in less <br />road than the total reconstruction segment, while he is still being assessed <br />a significant amount. Thul also noted that the mill and overlay portion is <br />not complete and there is no curbing in place. The City Administrator <br />noted that the second lift of asphalt will be added next year. At that time, <br />the bituminous curbing will be added to the cold-in-place section and <br />restoration work done on that portion of the project. The Administrator <br />indicated that an option would be to not assess until full completion, <br />however, carrying costs would then be added to the assessment costs. <br />Blesener asked what is left to be done on Viking Drive. The Engineer <br />pointed out that the final lift will be done next year. He noted that at that <br />time the bituminous curbing will be added explaining the need to match <br />the curbing with the final lift in the cold-in-place recycling portion of the <br />project. Given the curbing delay, restoration work is also delayed on this <br />portion of the project until next year. <br />One property owner asked what will be done with the excess property in <br />the area of McDonalds. The Administrator noted that the City owns a <br />40,000 square foot site in this area and will be taking proposals for the <br />purchase and development of the site. Allan stated that it is likely a small <br />business will be developed on the site. <br />One property owner asked why some of the rain gardens are blocked off <br />and others are not. The City Engineer replied that the rain gardens will be <br />planted this week. It is necessary to block off the rain gardens for the first <br />year so that the plants can become established. <br />Dotty Norgard noted that the rain garden near Demont is full of water. <br />The Engineer reported that after the rain garden was constructed, it was <br />
