MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2007 <br />noted that there is a roof drain from the adjacent condominium building <br />discharging directly at the rain garden. An adjustment will be made to this <br />situation. <br />One resident noted that two of the fire hydrants along Viking are almost <br />buried. The City Engineer explained the sewer work that is going on in <br />the area, and indicated that the fire hydrants will be raised to match the <br />existing grade. <br />A property owner explained the limited street lighting on Viking Drive <br />and the difficuhy in seeing the road at night. The City Administrator <br />reported that the City will review its street lighting policy. He noted that <br />Xcel Energy has been difficult to work with in placing additional lighting, <br />charging anywhere between $1,500 to $8,000 for a standard street light. <br />He again ensured the property owners that the City will look at the area to <br />determine if additional lighting can be installed. <br />A property owner noted the confusing street signage on Rice Street <br />relative to Viking Drive. The City Administrator replied that the City <br />would remove the existing sign and would look at options for signage that <br />would direct people to Viking Drive. <br />One property owner pointed out the need to retime the traffic signal at <br />Rice Street and Minnesota Avenue. The City Administrator pointed out <br />that MN DOT has retimed their signals, and the County has indicated that <br />they will retime the Rice Street/Minnesota Avenue signal to give more <br />time for vehicles exiting Minnesota Avenue. The Administrator noted that <br />the fire hydrant work was not a part of this project, but added in with the <br />St. Jude Medical expansion. He also noted that the dirt work in the area <br />involves the construction of an access for the City to the sewer line. <br />Norgard agreed with the point raised earlier about the need for additional <br />lighting on Viking Drive. She noted that at night the sheet is very dark <br />and the sides of the road cannot be seen. She also pointed out that there <br />are a lot of deer in this area. The City Engineer indicated that temporary <br />street striping will be done this fall, with final striping done after the <br />second lift of asphalt is installed. It was also suggested that reflectors be <br />installed along the sides of the road as appropriate. <br />One property owner asked about the assessment of corner lots. The City <br />Engineer explained the policy that residential corner lots ar•e assessed for <br />100% of primary frontage, and 20% of the side frontage. <br />Norgard asked the extent of the storm sewer improvement. The Engineer <br />reported that new storm sewer was installed from County Road B-2 East <br />to the west drive of Nature Way. The City Administrator reported that the <br />6 <br />
