MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 24, 2007 <br />Pursuant to due call and notice of a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 24th day of October, <br />2007 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barb Allan <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Planning Comm. Mr. Tom Duray <br />City Planner Mr. Steve Grittman <br />City Clerk Ms. Kathy Glanzer <br />The purpose of this evening's meeting is to review the process for <br />conducting concept reviews as well as review proposed changes to the <br />City's Zoning Code and Subdivision Code. <br />CONCEPT The City Planner reviewed his report dated July 20, 2007 relative to the <br />REVIEWS Concept Review process. He indicated that under the City's current <br />ordinance the review of concept plans is an optional part of the <br />subdivision process and is done at both the Planning Commission and City <br />Council level. As a matter of policy, the City sends notices of concept <br />reviews to property owners within 350 feet of the proposed project. The <br />Planner noted that developers do not have detailed information ready at <br />the concept review process, and neighbors are coming to those meetings <br />seeking answers to specific questions. The Planner noted that developers <br />that seek input at a concept level are trying to obtain input from the City <br />prior to spending money on engineering, etc. that is required at the <br />preliminary plat submittal level. <br />The Planner indicated that one option to improve the process may be to <br />require developers to have an informational neighborhood meeting prior to <br />
