MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />speculative planning. Kaila stated that he called it planning for the future, <br />and felt that was a goal of the City. Kalla noted that the property is zoned <br />single-family residential, and a long cul-de-sac is proposed to fully access <br />the developable property as well as plan for the future development of <br />adjacent properties. <br />John Sculley, LaBore Road, pointed out that the developer proposed a <br />concept that did not include development of the Maplewood property. He <br />asked why the change. Blesener replied that the original wetland <br />delineation was done utilizing aerial photography, and it has been <br />determined that this delineation was not correct. Another delineation was <br />done, walking the property, and the wetland boundaries were decreased. <br />After completion of that delineation, the developer realized that the <br />Maplewood property was developable. Blesener also noted that the City <br />had asked that the developer provide future street access for the <br />undeveloped parcels on the east and west of the Richie property. <br />Sculley noted that at a previous Council meeting Dave Himmelbach asked <br />that the City require the developer to clean up an area on the shared <br />boundary of the Himmelbach and Richie property. The City Council had <br />suggested that this was a civil matter. Sculley indicated that it would not <br />be a hardship to the developer to clean up this area and suggested that the <br />City encourage the developer to do so. Montour noted that Lauren <br />Development did not cause the problem. Sculley agreed, but pointed out <br />that Lauren Development purchased the property and everything that <br />comes with it. <br />Sculley noted the traff c on LaBore Road and asked if the City could <br />discuss with the County the possibility of putting in a right-turn lane to the <br />new street. The City Administrator pointed out that LaBore Road is now a <br />City street, and stated that this suggestion could be explored. <br />Blesener asked if Mr. Sculley wanted to develop his property at some <br />point. Sculley replied that he did. Blesener noted that providing road <br />access to the east in the Richie plat would provide the opportunity for <br />future access to the Sculley property. Sculley noted that the street would <br />first go Through the Himmelbach and then the Battista property. <br />The City Attorney noted for the record the additional documents received <br />by the City that are included in the Additions to the Agenda.
