MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2007 <br />Blesener opened the Public Hearing to consider Lauren Development's <br />request for a Variance from the Subdivision Code requirement which <br />limits permanent cul-de-sac length to a maximum of 500 feet. <br />The City Planner reported that the Variance requested is to extend a cul- <br />de-sac within Richie Place approximately 1,050 feet in length. The <br />Planner noted that there are two sections of the Code relative to cul-de-sac <br />length. The first limits permanent cul-de-sac length to a maximum of 500 <br />feet. The second requires the developer to extend streets within the plat to <br />provide future development access to neighboring unsubdivided <br />properties. The City Planner indicated it does not appear there are any <br />alternatives to provide future development access to the properties <br />adjoining Richie Place other than the long cul-de-sac. This cul-de-sac <br />provides for future street connections to both the east and west. The City <br />Planner also noted that storm water management plan for Richie Place <br />improves this storm water management within the area. <br />The City Planner indicated that it was his opinion that the Richie Place <br />Preliminary Plat is consistent with the goals of the City's Comprehensive <br />Plan and that it meets Single-Family Residential (R-1) Zoning District <br />standards. The Planner also indicated it was his opinion that the requested <br />Variance for cul-de-sac length was consistent with the hardship <br />requirements outlined in the Subdivision Code. The City Planner <br />recommended approval of both the Preliminary Plat and the Variance. <br />The City Administrator noted that in addition to the materials contained in <br />the agenda packets, there was a considerable amount of materials that have <br />been submitted by various parties. These materials are contained in the <br />Additions to the Agenda packet. <br />Kip Johnson, AC Associates, project engineer for the developer, indicated <br />that it is Lauren Development's position that the cul-de-sac as proposed is <br />necessary in order to provide development access for properties to the east <br />and west of Richie Place. Johnson reviewed in detail the letter submitted <br />by Phil Soby, Lauren Development, outlining the history of the Richie <br />Place development proposal as well as the justification for the Variance <br />request. Johnson also reviewed the Richie Place plat design as well as <br />development options for the adjacent properties on the east and west. It <br />was noted that the future easterly extension of the road would connect to <br />the Beam Avenue/Kohlman Lane area. <br />Allan asked if an easterly extension would benefit the Scully property. <br />Blesener replied that it would. He also noted that extension of the road to <br />the east would allow utilities to be looped through the area. The City <br />Engineer reported that Little Canada is working with the City of <br />
