MINUTES <br />Parks & Recreation Commission <br />January 4, 2007 <br />Johnson stated that he has a copy of the city's park charge ordinance and he also has a copy of <br />the fee schedule he obtained from the city's web site. He commented that the fee schedule does <br />not discuss a residential 10% donation of land for a park charge. He stated that he would like to <br />pay the $625 per lot park charge as stated in the fee schedule. The Director stated that the fee <br />schedule addresses the residential park charge that applies to new single family homes that are <br />not associated with a development. The $625 fee is charged on the building permit when a new <br />home is constructed. However, in the case of new developments, the city can opt to take 10% of <br />the land or charge the $625 per lot park charge as stated in the city's ordinance. <br />Johnson asked if all parties involved could reach a compromise in this situation. He proposed <br />selling Outlot "B" to Kielsa, but also giving the city a 30-foot easement for construction of a <br />trail across the outlot. He felt the trail could be placed adjacent to the wetland area, thereby <br />remaining as far away from the Maplewood residents as possible. This would leave a 120-foot <br />strip that could remain natural between the trail and the Maplewood homeowners. A boardwalk <br />could be installed that would allow the 120-foot buffer for all of the Maplewood residents. A <br />covenant could be added to Outlot "B" that would require it to be left natural. Johnson felt that <br />the Watershed District would work with the city to allow them to construct the trail close to the <br />wetlands, possibly giving the city a waiver on the 75-foot wetland setback restriction. <br />Sanders felt that this concept could work, but it would require approval from the Watershed <br />District. A decision should not be made tonight without the Watershed's comments on this <br />proposal. He also indicated that a covenant on the outlot would definitely be needed to prevent <br />the construction offences or other structures. He also stated his concern about the cost of the <br />additional boardwalk that would be required if the trail is to be constructed farther away from <br />the Maplewood residents. Kielsa commented that he felt another 100 feet of boardwalk would <br />not cost that much more, and the trail could then be closer to the wetland providing a more <br />intimate comrection with nature. <br />Davis did not feel comfortable making a decision on this matter without the expertise of the <br />Watershed District. Sanders recommended retaining the original motion from last month's <br />meeting, unless the Commission would definitely like to consider Johnson's new proposal. <br />The Commission recommended retaining last month's motion. However, they directed staff to <br />contact the Watershed District to get their opinion on Johnson's new proposal to see if the <br />project could work. These Endings will be presented to the Commission at next month's <br />meeting. <br />VIKING DR The Director stated that a road improvement to Viking Drive is planned from Rice Street to <br />SIDEWALK County Road B2, and continuing on Canabury Drive from County Road B2 to Demont Avenue. <br />As part of this project, the City Engineer has asked if the Commission would desire a walking <br />path along this roadway. The Engineer isn't sure if a trail is feasible in some parts of this area <br />due to the steep drop-offs along parts of the road. The Director stated that a decision on this <br />matter does not need to be made tonight. He encouraged Commissioners to visit this location <br />before the next meeting.
