MINUTES <br />Parks & Recreation Commission <br />May 3, 2007 <br />PARK Sanders stated that he is still working on the Master Plan. He will present it to the Commission <br />MASTER at a future meeting for their review. <br />PLAN <br />Mans asked about funds available for future parks projects. The Director stated that funds for <br />park projects come from three different sources...the operation maintenance budget, the capital <br />improvement budget, and park dedication fees. Money budgeted for capital improvement <br />projects that don't actually get constructed (such as the Nadeau Wildlife Observation Deck) is <br />put back into the general fund for other uses. Typically, park dedication fees are money that is <br />set aside for the purchase of additional land for parks. The LCRA is another source of parks <br />money with the use of their gambling funds. Cun~eutly, the LCRA has committed funds for our <br />future skateboard park. The budget planning process usually begins in July with the preliminary <br />budget adopted in September. The Director stated that when the Commission identifies desired <br />parks projects, these ideas are discussed with the City Council and then entered into the budget. <br />PIONEER The Director stated that the correctional staff has removed the old plants at Pioneer Park and <br />PLANTINGS the area is ready for the new plantings. Bill Bartodziej of the Watershed District is putting <br />together a proposal which will be submitted to the LCRA for funding. Steinwall connnented <br />that roses are inappropriate for planting at the Pioneer location due to excess shade. Instead, she <br />felt that native grasses would be nice. Fahey also commented that a lot of color was needed. <br />KATEBRD We are still waiting on the St. Paul Water Department to locate their water mains at the Old <br />LARK Fire Hall. Once this has been done, we can move forward with this project. <br />OTHER Reports on the following were also made: <br />BUSINESS <br />• The Director talked to Principal Scott Allen of Little Canada Elementary School regarding <br />the petition that was received asking the City to lock the gate at Spooner Park during the <br />day. The Principal indicated that the complaints were not specific, but staff has observed <br />cars coming and going and this makes them uncomfortable. The principal and the Director <br />felt that the more appropriate way to handle this matter would be to call the Sheriff to report <br />suspicious activity. <br />• The Arbor Day celebration held last month turned out nice. The event was videotaped and <br />will be aired on Little Canada's Cable Channel 16. <br />• The Watershed District's WaterFest will be held Saturday, May 19 from 9:30 a.m. to 2:00 <br />p.m. at Lake Phalen. Everyone is invited to attend. <br />• The current activities flyer was distributed to everyone. Registrations are being held for <br />archery lessons, Eireann safety, and summer youth trips. <br />• Sanders commented that there will be additional meetings held on the bikeway proposal that <br />he will be attending. He will let the people there know about Little Canada's intention to <br />proceed with the feasibility study. <br />Page 3 of 4 <br />
