MINUTES <br />Parks & Recreation Commission <br />May 3, 2007 <br />Canadian Days Committee to see if the carnival will be holding a Thursday night ride event this <br />year and to ask if Canadian Days could list the Ice Cream Social in their events schedule. <br />Steinert asked if they should continue to feature the K-9 demonstration, puppet show, and <br />firetrucks display. The Commission felt these ideas worked well in the past. Additionally, <br />maybe face painting/wacky hairdos could be added this year. Advertising could be done with <br />flyers and also by emailing our families from our online registration database. <br />GERVAIS The Director presented the Commission with a picture of a monitoring station that the <br />CRF,EK Ramsey-Washington Metro Watershed District would like to install in Gervais Mill Park. <br />MONITORING The Watershed feels that it would be beneficial if they could monitor water quality from the <br />creek. They would like to install the device near the north side of the pond closest to Edgerton <br />Street. The station is 4 x 6 x 7 feet, and will not be liglrted. It will contain a pipe that will be <br />inserted into the ground down to water level so that water samples can be taken. <br />Mans was concerned with aesthetics of the station. The Director felt that the station would be a <br />valuable tool, but agreed that substantial screening would be needed. Mans stated that graffiti is <br />also a concern. It was mentioned that the City should require some mature evergreen for <br />screening and should get an assurance from the Watershed that graffiti and other aesthetic <br />maintenance would be their responsibility. <br />Steinwall recommended approving the installation of a rnonitori~ag station in Gervais Mill <br />Park as proposed by the Watershed District, with the stipulation that they would provide <br />substantial screening and proper maintenance as specified by City staff. <br />Motion seconded by Steinert. <br />Motion carried 6 - 0. <br />BIKEWAY Sanders reviewed a map with the Commission to show them where the proposed bikeway <br />PROPOSAL connection to St. Paul could be constructed. He stated that Blue Cross/Blue Shield is offering a <br />$30,000 "Active Living" grant with a .Tune 1 si deadline that would be perfect for this project. <br />The money would be used for planning. Once it is determined that Che project is feasible, we <br />could apply for grants that would enable us to fund the actual construction of the trail. The <br />feasibility study would be performed in-house by Sanders, the City Engineer, and the City <br />Planner. <br />Steinwall recom»:er:ded pursuing the Active Living Grant in the amount of $30,000 «nd <br />authorizing Sanders to perform a feasibility study for the bikeway connection to St. Paul. <br />Motion seconded by Fahey. <br />Motion carried 6 - 0. <br />..tAPLEWOOD Sanders stated that everything's on track with the connection to Maplewood.
