MINUTES <br />Parks & Recreation Commission <br />July 17, 2007 <br />Spooner Park - $39,382 for complete refurbishing and gate (tennis courts) <br />Pioneer Park - $54,332 for complete refurbishing (tennis & basketball courts) <br />The Director reported that the budget for these projects is $150,000, but Spooner Park lighting <br />was included in the budget amount. The bid did not include the lighting. Sanders indicated that <br />nine bids were received and Buck Blacktop's bid was well under cost estimates. Alternate bids <br />were received for resurfacing the courts, but those costs were not much less than Buck <br />Blacktop's bid to totally reconstruct the courts. <br />Neis recommended accepting Buck Blacktop's bid for completely reconstructing the tennis <br />courts at Spooner Park and the tennis/basketball courts at Pioneer Pm•k at a base bid of <br />$39,382 and $54,332 respectively. <br />Motion seconded by Steinwall. <br />Motion carried 6 - 0. <br />GRANT Sanders stated that he hasn't heard anything yet on the application he submitted for the Active <br />STATUS Living Grant through Blue Cross/Blue Shield for planning of the bikeway proposal. <br />MASTER Sanders stated that he did not have an update on the Master Plan yet. <br />PLAN <br />SKATEBRD Sanders distributed packets of information on area skateboard parks. He indicated that a <br />PARK concrete surface is preferred, but it is more costly. The Director stated that the St. Paul Water <br />Department has located their water mains and the mains are seven feet below the surface. Even <br />though the mains are well underground, the Water Commission will still need to formal]y <br />approve construction drawings and plans for the skateboard park. Basically, they are concerned <br />about the concrete/dirt work and how it will affect their mains. <br />The Director commented that the Little Canada Recreation Association (LCRA) supports the <br />project and plans on funding it. Estimated cost of the concrete is around $60,000. Sanders is in <br />the process of drawing up plans and will have them available at September's meeting. The <br />Commission felt that a small neighborhood meeting should be held at the September meeting as <br />a courtesy to the adjacent neighbors. If all goes as planned, the park should be open by spring. <br />OTHER Reports on the following were also made: <br />BUSINESS <br />• The proposed park charge increase was not approved by the City Council. The Council <br />wanted to see what neighboring cities are charging for fees. That information will be given <br />to them at their next meeting. <br />• The LCRA is sponsoring a bus trip to the Twins game on July 19 for children enrolled in our <br />baseball and softball programs. <br />• The ball programs are winding down for the season. Our baseball teams are doing very <br />well. <br />• The LCRA will be holding their annual golfing fundraiser on September 14. <br />Page 2 of 3 <br />
